WHEREAS, the Mayor and Municipal Council of the City of Newark, New Jersey, subscribe wholeheartedly to the City's diverse, multicultural citizenry in forging a genuine alliance of "global friendship, cultural understanding and cooperation" with citizens of all foreign municipalities and nations in compliance with the basic tenets of "international brotherhood and peace" prescribed by the by-laws of Sister Cities International (Alexandria, VA); and
 
WHEREAS, the City of Newark feels that it is befitting to establish a meaningful relation with the Country of St Maarten, part of the Kingdom of the Netherlands because of its rich cultural heritage, commitment to education, tourism and business development; and
 
WHEREAS, the City of Newark is proud to recognize its diverse population and the benefits it has received and continues to receive from the influx of Caribbean people who have moved into the City of Newark bringing with them an extremely rich heritage; and
 
WHEREAS, Mr. Frederick A. Morton, Jr., Founder, Chairman & C.E.O. of TEMPO Networks, L.L.C. (TEMPO Networks), the premiere television network broadcasting the culture, heritage and music of the Caribbean from its corporate offices headquartered in the City of Newark has been duly appointed by all parties to facilitate the relationship between the governing bodies of Newark and St Maarten; and
      
WHEREAS, we all acknowledge the benefits of such a relationship, and recognize the diligent work of the Vice President of Parliament, the Honorable Romain Laville, in making this agreement possible; and
 
WHEREAS, the City of Newark acknowledges the great benefits to all of its residents from cultural and economic exchanges with other countries from around the world; and
 
WHEREAS, the City of Newark deems this involvement to be in the best interests of Newark and St Maarten, the resultant benefits of such a relationship being in the fields of Tourism, Education, Trade in Goods and Services, Health, Environmental Issues and Media.  
 
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
 
Section 1.  The City Council, on behalf of the people of The City of Newark, does hereby extend an invitation to the government and the people of St Maarten to participate with Newark as its Sister City, for the purpose of creating a relationship of mutual benefit in the above-mentioned areas.
 
Section 2.  The Sister Cities program with St Maarten will operate within the framework of Sister Cities International, the national coordinating body for such international efforts.
 
Section 3.      A copy of this official document will be filed with the Office of the Newark City Clerk; and forwarded to the Council of Ministers and Parliament of St Maarten and Sister Cities International.
 
It is hereby mutually agreed that all details on the different areas of collaboration will be established by all parties as soon as this resolution receives the approval of the Municipal of the City of Newark and the Authorities of St Maarten.
               
 
STATEMENT
 
This resolution creates a Sister Cities relationship between the City of Newark and the government of St Maarten
