WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Thirteen Thousand Dollars and Zero Cents ($113,000.00), for the Code Red Services Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of letter provided on or about August 17, 2026, the County of Essex-Department of Citizen Services, awarded the City of Newark funds in the amount of One Hundred Thirteen Thousand Dollars and Zero Cents ($113,000.00). The aforementioned program will provide funds for the continued provision of medical care and supportive services to the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total…………$ 540,307,972.36.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
Code Red Services Program $113,000.00
3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Code Red Program FY 2026, in the amount of One Hundred Thirteen Thousand Dollars and Zero Cents ($113,000.00). The County of Essex-Department of Citizen Services awarded the funds. The project period commences July 1, 2026 through September 30, 2026.
