                     WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00) for Substance Abuse and Mental Health Services Administration (SAMHSA) Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and

 

                     WHEREAS, by the Notice of letter dated January 15, 2026, the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), awarded the City of Newark funds in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00). The aforementioned program will provide funds to carry out the City of Newark’s Community Crisis Response Partnership Project and supportive services to the residents of the City of Newark; and

 

                     WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

                     WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total……………$ 251,283,292.56

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:

 

2.                      A temporary emergency appropriation be and the same is hereby made for the following classification.

Substance Abuse and Mental Health Services                                 $727,424.00

3.                     The temporary emergency appropriation shall be provided for in the 2026 budget.

 

4.                     A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.

 

 

STATEMENT

 

This Resolution establishes the temporary emergency appropriation for the Substance Abuse and Mental Health Services Administration (SAMHSA) Program for FY 2026, in the amount of Seven Hundred Twenty-Seven Thousand Four Hundred Twenty-Four Dollars and Zero Cents ($727,424.00). The United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration, awarded the funds. The project period is September 30, 2025 through September 29, 2026.
