Additional Information:
In furtherance of the efforts by the Department of Health and Community Wellness to receive national accreditation, this resolution would authorize [i] the Department to file an Application to Participate in NACCHO’s Accreditation Support Initiative, [ii] the Department to submit to NACCHO an Acceptance of Award to Participate, [iii] the City to enter into a Contractor Agreement with NACCHO, whereby the City will provide services and deliverables related to the accreditation process to NACCHO in consideration for NACCHO’s payment to the City of $15,000.00 and [iv] the City’s acceptance of NACCHO’s $15,000.00 payment to the City for services and deliverables provided by the City to NACCHO.

WHEREAS, the Interim Director of the City’s Department of Health and Community Wellness (“Department”) desires to have the Department seek voluntary national accreditation by the Public Health Accreditation Board in order to advance the quality and performance of services provided by the Department to residents of the City of Newark; and
WHEREAS, the accreditation process will advance the quality and performance of services provided by the Department by identifying strengths and areas for improvement, strengthening partnerships and relationships with local community stockholders, improving accountability to local community stockholders, and acting as a stimulus for continuous quality improvement and performance management; and
WHEREAS, the United States Department of Health and Senior Services, through its Centers for Disease Control and Prevention’s Office for State, Tribal, Local and Territorial Support, has provided funding to the National Association of County and City Health Officials, 100 17th Street NW, Seventh Floor, Washington, DC 20036 (“NACCHO”) in furtherance of NACCHO’s “Accreditation Support Initiatives” (“ASI”), which are intended to encourage local health departments to seek voluntary national accreditation; and
WHEREAS, on August 31, 2016, the Director of the Department of Health and Community Wellness did, on behalf of the City of Newark, cause to be submitted to NACCHO an application for the Department to participate in NACCHO’s “2016-2017 Local Health Department Accreditation Support Initiative”; and
WHEREAS, as a result of that application, on September 29, 2016, NACCHO notified the Department that the Department had been conditionally selected as an ASI awardee; and
WHEREAS, NACCHO’s selection of the Department as an ASI awardee was subject to certain conditions, which included [i] the Department’s filing of an “Acceptance of Award Form” with NACCHO and [ii] the Department entering into and executing a Contractor Agreement with NACCHO in the form attached hereto, the terms of which provide that the City would receive a $15,000.00 payment from NACCHO in consideration for the Department providing NACCHO with certain services and deliverables as described in the “Updated Scope of Work” attached to the Contractor Agreement; and
WHEREAS, the services and deliverables that the Department would be obligated to provide to NACCHO under the terms of the Contractor Agreement, are the same that would be required of the Department in order for the Department to prepare for accreditation, regardless of whether or not the Department participated in NACCHO’s Accreditation Support Initiative; and
WHEREAS, on or about October 12, 2016, the Interim Director of the Department of Health and Community Wellness did, on behalf of the City of Newark, cause to be submitted to NACCHO an “Acceptance of Award Form”; and
WHEREAS, on or about December 16, 2016, the Interim Director of the Department of Health and Community Wellness did, on behalf of the City of Newark, execute a Contractor Agreement with NACCHO, for the period commencing on October 1, 2016, and terminating on May 31, 2017; and
WHEREAS, in light of all the foregoing, the Interim Director of the City’s Department of Health and Community Wellness recommends that the Municipal Council of the City of Newark authorize and ratify the actions taken by the Director and/or Interim Director of the Department to [i] file an “Application to Participate in NACCHO’s Accreditation Support Initiative,” [ii] submit to NACCHO an “Acceptance of Award to Participate” and [iii] enter into a Contractor Agreement, on behalf of the City of Newark, with NACCHO, whereby the City will provide certain services and deliverables related to the accreditation process to NACCHO in consideration for NACCHO’s payment to the City of $15,000.00; and
WHEREAS, the Interim Director of the Department further recommends that the Municipal Council of the City of Newark authorize the City to accept $15,000.00 from NACCHO as NACCHO’s payment to the City for services and deliverables to be provided to NACCHO by the Department.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designees, the Director and/or Interim Director of the Department of Health and Community Wellness, are hereby authorized to [i] file an “Application to Participate in the Accreditation Support Initiative” of the National Association of County and City Health Officials, 100 17th Street NW, Seventh Floor, Washington, DC 20036, [ii] submit to NACCHO an “Acceptance of Award to Participate” and [iii] enter into and execute a Contractor Agreement, on behalf of the City of Newark, with NACCHO, whereby the City will provide certain services and deliverables related to the accreditation process to NACCHO in consideration for NACCHO’s payment to the City of $15,000.00.
2. The Municipal Council hereby ratifies the actions taken by the Mayor and/or his designees, the Director and/or Interim Director of the Department of Health and Community Wellness, to file an “Application to Participate in the Accreditation Support Initiative” of NACCHO, to submit to NACCHO an “Acceptance of Award to Participate,” and to enter into and execute a Contractor Agreement with NACCHO, from the date of filing, submission or execution, as appropriate, to the date of adoption of this authorizing resolution.
3. The $15,000.00 payment from NACCHO to the City for certain services and deliverables provided, or to be provided, to NACCHO by the City’s Department of Health and Community Wellness as per contract, is hereby accepted by the City, and the Mayor and/or his designee, the Interim Director of the Department, are hereby authorized to receive and expend on behalf of the City, the $15,000.00 payment NACCHO.
4. The Municipal Council hereby ratifies the acceptance of these funds from October 1, 2016, to the date of adoption of this authorizing resolution.
5. The Interim Director of the Department of Health and Community Wellness shall file a fully executed copy of the Contractor Agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designees, the Director and/or Interim Director of the Department of Health and Community Wellness, to: [i] file with the National Association of County and City Health Officials (“NACCHO”), 100 17th Street NW, Seventh Floor, Washington, DC 20036, an Application to Participate in NACCHO’s Accreditation Support Initiative; [ii] submit to NACCHO an Acceptance of Award to Participate, and; [iii] execute and enter into, on behalf of the City of Newark, a Contractor Agreement with NACCHO, whereby the City will provide to NACCHO certain services and deliverables related to the Department’s national accreditation by the Public Health Accreditation Board in consideration for NACCHO’s payment to the City of $15,000.00. The resolution further ratifies and authorizes the City’s acceptance of NACCHO’s $15,000.00 payment to the City for services and deliverables provided by the City to NACCHO in accordance with the Contractor Agreement.
