WHEREAS, the Medical Reserve Corps (MRC) is a national system of volunteers who are locally organized to improve community health and safety; and
WHEREAS, the City of Newark (the “City”) desires to maintain and enhance the volunteer response to terrorism, pandemic, and other public health emergencies by obtaining funding from the Public Health Infrastructure, Laboratories & Emergency Preparedness (PHILEP) (New Jersey Local Information Networks & Communication System Agencies) MRC 2024 Grant Program; and
WHEREAS, on or about May 1, 2024, on behalf of the City, the Director of the Department of Health and Community Wellness, submitted an application to the New Jersey Department of Health, Division of PHILEP, requesting grant funding in the amount of Thirty Four Thousand Seven Hundred Dollars and Zero Cents ($34,700.00), from the PHILEP (MRC) 2024 Grant Program, to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies; and
WHEREAS, as a result of this application, the City was awarded a grant in the amount for $34,700.00 to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies for the period commencing June 1, 2024 and terminating May 31, 2025; and
WHEREAS, the City’s, Department of Health and Community Wellness, desires to accept the grant award in the amount of $34,700.00, with no City funds required; and
WHEREAS, the City recognizes that the New Jersey Department of Health, Division of PHILEP, may extend the time of the grant award and/or provide additional funds if made available; and
WHEREAS, the New Jersey Department of Health will amend the grant to reflect the grant time extension and/or increase or decrease funds if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (“City”), and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to submit an application to the New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories & Emergency Preparedness (PHILEP), requesting grant funding in the amount of Thirty Four Thousand Seven Hundred Dollars and Zero Cents ($34,700.00), from the PHILEP (New Jersey Local Information Networks & Communication System Agencies) 2024 Grant Program to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.
3. The grant award in the amount $34,700.00, from the New Jersey Department of Health, Division of PHILEP, is hereby accepted (a copy of the Letter of Intent is attached hereto and made a part hereof).
4. The Mayor of the City, and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Health, Division of PHILEP in the amount of $34,700.00 to upgrade the City’s local public health systems relative to preparedness for and responses to terrorism and other public threats and emergencies, for the period commencing on June 1, 2024 and terminating on May 31, 2025 (a copy of the Notice of Award is attached hereto and made a part hereof).
5. The Municipal Council hereby ratifies the acceptance of this grant from September 11, 2024 to the date of adoption of this authorizing Resolution.
6. No municipal funds are required for application or acceptance of this grant award.
7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application, and the grant agreement in the Office of the City Clerk.

This resolution ratifies and authorizes the actions taken by the Mayor of the City of Newark (“City”), and or/his designee, the Director of the Department of Health and Community Wellness, to apply for and accept grant funds in the amount of Thirty-Four Thousand Seven Hundred Dollars and Zero Cents ($34,700.00), from the New Jersey Department of Health, Division of Public Health Infrastructure, Laboratories & Emergency Preparedness (PHILEP), to upgrade the City’s local public health systems relative to preparedness and responses to terrorism and other public threats and emergencies, for the period commencing June 1, 2024 and terminating May 31, 2025. No municipal funds are required for application or acceptance of this grant award.
