WHEREAS, the Municipal Council through Resolution 7R8-b, adopted on September 1, 2010, authorized the Mayor of the City of Newark, and/or his designee(s) the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of One Stop Operations/NewarkWORKS, to accept the following WorkFirst New Jersey (WFNJ) funds through the Newark Workforce Investment Board:
Temporary Assistance for Needy Families
(TANF) Work Activities $ 1,120,957
General Assistance GA and Food Stamps
(GA/FS') Work Activities $ 885,000
For a total of $ 2,005,957
WHEREAS, on April 7, 2011, the State of New Jersey issued a Notice of Obligation (a copy of which is attached hereto and made a part hereof) to Newark One Stop Career Center/Newark/WORKS for additional grant funding in the amount of $50,000.00, to be used for the period commencing July 1, 2010, through June 30, 2011 as follows:

WHEREAS, the Municipal Council through Resolution 7R8-d, adopted on June 15, 2011, amended Resolution 7R8-b, and authorized the Mayor of the City of Newark and/or his designees, to accept the above-described additional funds of $50,000; and
WHEREAS, on September 6, 2011, the State of New Jersey Department of Labor and Workforce Development informed the City of Newark, via a Revised Notice of Obligation (a copy of which is attached hereto and made a part hereof), of a reduction in WFNJ funding in the amount of $171,860 because funds were not fully obligated as of June 30, 2011, as follows:

WHEREAS, the City of Newark, Deputy Mayor/Director of the Department of Economic and Housing Development and Acting Deputy Director of One Stop Career Center-NewarkWORKS wishes to amend Resolution 7R8-d, adopted on June 15, 2011, to reflect the above-described decrease in WFNJ funding from the State of New Jersey Department of Labor and Workforce Development.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
- Resolution 7R8-d, adopted on June 15, 2011, is hereby amended for the purpose of decreasing the WorkFirst New Jersey (TANF, FS/GA) Funds by $171,860 starting July 1, 2010 through June 30, 2011, per the attached revised Notice of Obligation from the State of New Jersey, Department of Labor and Workforce Development.
- The Mayor and/or his designees the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of Workforce Development One Stop Career Center/NewarkWORKS are hereby authorized to enter into and execute any revised grant documents from the State of New Jersey Department of Workforce Development to decrease the grant award for TANF and FS/GA by $171,860 starting July 1, 2010 through June 30, 2011, per the attached revised Notice of Obligation from the State of New Jersey Department of Labor and Workforce Development.
- The revised grant between the City of Newark and the State Department of Labor and Workforce Development is hereby ratified from July 1, 2010 to the date of adoption of this authorizing resolution.
- No Municipal funds are required for receipt or acceptance of this revised grant.
- A copy of this resolution and revised Notice of obligation with the letter from the State of New Jersey, Department of Labor and Workforce Development shall be filed with the City Clerk by the Acting Deputy Director of Workforce Development One Stop Career Center/NewarkWORKS.
STATEMENT
This resolution amends 7R8-d, adopted on June 15, 2011, ratifying and authorizing the Mayor and/or his designee(s), the Deputy Mayor/Director of the Department of Economic and Housing Development and the Acting Deputy Director of Workforce Development One Stop Career Center/NewarkWORKS, to enter into and execute revised grant documents with the State Department of Labor and Workforce Development to decrease the WorkFirst New JERSEY TANF/FS/GA grant funds by $171,860 for a revised allocation of $1,884,097, for the period from July 1, 2010 through June 30, 2011. No Municipal Funds are required.
