The original Apply and Accept Resolution 7R1-d, adopted on January 07, 2026, accepted a grant award in the amount of $2,268,514.00, from the State of New Jersey, Department of Health, Division of Family Health Services. Additional funding of $2,000.00, has since been awarded for the WIC Program, bringing the total cumulative grant award to $2,270,514.00

WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Two Thousand Dollars and Zero Cents ($2,000.00), for Women Infants and Children (WIC) Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated July 10, 2026, from the State of New Jersey, Department of Health, Division of Family Health Services (“NJDOH”), awarded the City of Newark additional funds in the amount of Two Thousand and Zero Cents ($2,000.00). The aforementioned program will provide funds for the provision of activities related to breast feeding and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 538,213,596.36

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.

3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Women Infants and Children (WIC) Program FY 2026, in the amount of Two Thousand and Zero Cents ($2,000.00). The State of New Jersey, Department of Health, Division of Family Health Services (“NJDOH”) awarded the additional funds. The project period is October 1, 2025 through September 30, 2026.
