Additional Information: 

The proposed Project is a collaboration between Newark’s government and law enforcement agencies, as well as community-based organizations, aimed to improve the City’s crisis response system by enhancing existing co-responder teams to effectively provide trauma-informed comprehensive community-based behavioral health crisis services to individuals experiencing mental health emergencies, including those who are homeless.

                      WHEREAS, on or about July 25, 2022, the Office of Homeless Services, on behalf of the City of Newark (the “City”) applied for a grant from the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Mental Health Services 5600 Fisher Lane Rockville, Maryland 20857, in the amount of Two Million Nine Hundred Six Thousand Six Hundred Fifty-Four Dollars and Zero Cents ($2,906,654.00) over a four (4) year project period from September 30, 2023 through September 29, 2027 to carry out the City of Newark’s Community Crisis Response Partnership Project (the “Project”); and                     

                     

                     WHEREAS, on May 25, 2023, the City received a Notice of Award from SAMHSA awarding Grant Funds in an amount not to exceed Two Million Nine Hundred Six Thousand Six Hundred Fifty-Four Dollars and Zero Cents ($2,906,654.00), subject to the availability of funds and satisfactory reports, with a partial award of $727,740.00 for Budget Year 2023, and $724,087.00 for Budget Year 2024; and

 

WHEREAS, on or about September 22, 2025, the City, received a Notice of Award from SAMHSA indicating that grant funds in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00) (“grant funds”) for the period September 30, 2025 through September 29, 2026; and

 

WHEREAS, SAMHSA requires that the City’s Municipal Council adopt a resolution authorizing the City to enter a Grant Agreement with SAMHSA in order to permit the release of the grant funds to the City (The Notice of Award with the associated Terms and Conditions are attached hereto); and

 

WHEREAS, no municipal funds are required for the receipt or acceptance of the Grant Award. 

 

NOW THEREFORE BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to enter into and execute a Grant Agreement with United States Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) to permit the release of Grant Funds to the City in the Grant Amount of $727,424.00 for the Grant Period beginning on September 30, 2025 through on September 29, 2026, to carry out the City of Newark’s Community Crisis Response Partnership Project (“Project”).

 

 

2. The Grant Award in the amount of Seven Hundred Twenty-Seven Thousand Four-Hundred Twenty-Four Dollars and Zero Cents ($727,424.00) (“grant funds”) for the budget period beginning on September 30, 2025 and ending on September 29, 2026 is hereby accepted.

 

3. The Mayor of the City of Newark and/or her designee, the Director Department of Health and Community Wellness, are hereby authorized to enter into and execute a grant agreement with SAMHSA in order for the City to obtain the Grant Funds.

 

4. The Mayor of the City of Newark and/or her designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant funds for the Project for the period commencing on September 30, 2025 and terminating on September 29, 2026.

 

5. No Municipal funds are required for receipt or acceptance of the Grant Award.

 

6. The Director of Department of Health and Community Wellness shall file a fully executed copy of the grant agreement in the Office of the City Clerk.

 

STATEMENT

 

This Resolution authorizes the Mayor of the City of Newark and/or his  designee, the Business Administrator and/ or the Director of the Department of Health and Community Wellness, to enter into and execute a Grant Agreement with United States Department of Health and Human Services Substance Abuse and Mental Health Services Administration (SAMHSA) to permit the release of Grant Funds to the City in the Grant Amount of $727,424.00 for the Grant Period beginning on September 30, 2025 through on September 29, 2026. This Resolution also authorizes the City to accept the Grant Award. No Municipal funds are required for receipt or acceptance of the Grant Award.
