Additional Information: 

The grant funding source is the State of New Jersey Department of Labor and Workforce Development through the Workforce Innovation Opportunity Act (WIOA) to assist youth, adult, and dislocated workers with significant barriers to employment, high quality jobs, and careers and to help employers hire and retain skilled workers.

 

All Grant funds must be fully obligated and expended by June 30, 2028.

WHEREAS, the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) has awarded the City of Newark (“City”) Workforce Innovation and Opportunity Act (WIOA) grant funds in the total amount of Six Million Five Hundred Twenty-Seven Thousand Ten Dollars and Zero Cents ($6,527,010,00) for Program Year 2026 (July 1, 2026 through June 30, 2028); and

 

WHEREAS, the Program Year 2026 funds must be fully obligated and expended by June 30, 2028; and

 

WHEREAS, said funds have been awarded as follows:

                     WHEREAS, no application was required for the City to receive the Grant Funds; and

 

WHEREAS, this annual grant allocation from NJDOL must be used in accordance with guidelines stated in the Notices of Award (“NOAs”), consistent with the Newark Workforce Development Board strategic direction, and must be incorporated into the Program Year 2026 Newark Workforce Development Area Contract; and

 

                     WHEREAS, upon notification of the receipt of the grant awards, the Mayor of the City of Newark and/or the Business Administrator desires to accept the grant awards and execute the Standard Assurances and Certifications Agreement; and

 

 WHEREAS, it is in the best interest of the City of Newark to accept and expend these funds; and

 

WHEREAS, no municipal funds or commitment of municipal resources or staff are required for the receipt or acceptance of these Grant Funds.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator, are authorized to accept and expend the Workforce Innovation and Opportunity Act (WIOA) grant funds from the State of New Jersey Department of Labor and Workforce Development (“NJDOL”) for Program Year 2026 (July 1, 2026 through June 30, 2028) and to incorporate said funds into the Newark Program Year 2026 Workforce Development Area Contract. 

 

2.                     The grant funds shall be expended according to the guidelines stated in the Notices of Award (NOAs), consistent with an expenditure plan approved by the Newark Workforce Development Board (“NWDB”) in accordance with strategic workforce priorities set by the NWDB.

 

3.                     The grant funds must be obligated by June 30, 2028 and all funds fully expended by June 30, 2028.

 

4.                     The Municipal Council hereby ratifies the acceptance of the grant funds described above from July 1, 2026 to date of adoption of this authorizing Resolution.

 

 

5.                     The grant award in the amount of Six Million Five Hundred Twenty-Seven Thousand Ten Dollars and Zero Cents ($6,527,010.00) from the NJDOL for Program Year 2026 is hereby accepted. A copy of the NOAs are attached hereto and made a part hereof.

 

6.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator, are hereby authorized to enter into and execute a Program Year 2026 Workforce Development Area Contract, Standard Assurances and Certifications Agreement, or any other documents necessary to accept and fully expend the Grant Award.

 

7.                     No municipal funds or commitment of municipal resources or staff are required for the receipt or acceptance of this grant award.

 

8.                     The Business Administrator shall cause fully-executed copies of the documents listed in Paragraph 6 of this resolution to be filed in the Office of the City Clerk.

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Business Administrator, to accept Workforce Innovation and Opportunity Act (WIOA) funds in the total amount of $6,527,010.00 from the State of New Jersey Department of Labor and Workforce Development. These funds are allocated for the period of July 1, 2026 through June 30, 2028 and must be obligated and fully expended no later than June 30, 2028.  No municipal funds or commitment of municipal resources or staff are required for receipt or acceptance of these Grant Funds.
