WHEREAS, the U.S. Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), implemented the FY 2014 Staffing for Adequate Fire and Emergency Response (SAFER) grant program in order to improve and restore local fire departments’ staffing and deployment capabilities so that they may more effectively respond to emergencies; and
WHEREAS, the Newark Fire Department, in furtherance of its efforts to protect the health and safety of the public against fire and fire-related hazards, desires to make use of SAFER grant funds to restore and maintain the number of trained, front-line firefighters so that the Fire Department may more effectively respond to emergencies; and
WHEREAS, on or about March 5, 2015, the Director of the Newark Fire Department caused an application to be submitted to FEMA requesting funding in the amount of $7,353,950.00 from the FY 2014 SAFER grant program to restore and maintain the number of trained, front-line firefighters in the Newark Fire Department (a copy of said application is attached hereto and made a part hereof); and
WHEREAS, as a result of this application, on or about August 31, 2015, the City of Newark was awarded a grant in the amount of $7,353,950.00 from FEMA’s FY 2014 SAFER grant program, for the grant period commencing on February 21, 2016, and terminating on February 20, 2018 (a copy of the award letter is attached hereto as part of the Award Package, and same is made a part hereof); and
WHEREAS, on or about August 31, 2015, the Director of the Newark Fire Department caused to be submitted with FEMA those submissions necessary to accept and receive the grant award; and
WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Newark Fire Department, are hereby authorized to submit an application to the U.S. Department of Homeland Security, Federal Emergency Management Agency, requesting $7,353,950.00 from the FY 2014 Staffing for Adequate Fire and Emergency Response grant program to restore and maintain the number of trained, front-line firefighters in the Newark Fire Department.
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $7,353,950.00 from FEMA’s FY 2014 SAFER grant program is hereby accepted.
4. The Mayor and/or his designee, the Director of the Newark Fire Department, are hereby authorized to enter into and execute documents with FEMA to receive and expend the grant award in the amount $7,353,950.00 to restore and maintain the number of trained, front-line firefighters in the Newark Fire Department, for the grant period commencing on February 21, 2016 and terminating on February 20, 2018 (copies of the Agreement Articles and the FEMA Obligating Document are attached hereto as part of the Award Package, and same are made a part hereof).
5. The agreement between the City of Newark and the U.S. Department of Homeland Security, Federal Emergency Management Agency, is hereby ratified from August 31, 2015, to the date of adoption of this authorizing resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Newark Fire Department shall file a fully-executed copy of the grant application, the grant award letter, and the grant agreement documents in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or his designee, the Director of the Newark Fire Department, to submit an application for grant funding in the amount of $7,353,950.00, for the period of February 21, 2016 through February 20, 2018, from FEMA for the restoration and maintenance of the number of trained, front-line firefighters in the Newark Fire Department, and furthermore ratifies and authorizes the Mayor and/or his designee, the Director of the Newark Fire Department, to enter into and execute those agreement documents.
