WHEREAS, the North Jersey Transportation Planning Authority, Inc. (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102 and New Jersey Institute of Technology(NJIT) provide grant funds for various transportation related projects; and
WHEREAS, the funds applied for in the attached "sub-contract" between the City of Newark (Sub Contractor) and the NJTPA, were for the amount of $86,177.50 (includes Federal Funding of $68,942.00 + Local In-Kind Match of $17,235.50), to be used for FY2015 Sub-Regional Transportation Planning Program for the City of Newark; and
WHEREAS, a work program application has been submitted by the Director of the Department of Engineering covering the Grant Agreement to be executed by the City (Sub-Contractor) and NJTPA and NJIT, covering the terms and conditions of the grant (a copy of which is attached hereto and made a part hereof); and
WHEREAS, as per attached letter dated July 1, 2014 from the NJTPA, the City of Newark was advised regarding the award of $86,177.50 in grant funds (includes Federal Funding of $68,942.00 + Local In-Kind Match of $17,235.50) to be used for the FY2015 Sub-Regional Transportation Planning Program for the City of Newark.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of Engineering, are hereby authorized to submit a work program application with a total Program Budget of $86,177.50 and requesting grant funding in the amount of $68,942.00 from the North Jersey Transportation Planning Authority, Inc., (NJTPA), One Newark Center, 17th Floor, Newark, New Jersey 07102 (in conjunction with New Jersey Institute of Technology (NJIT)) which grant amount is to be utilized for the FY2015 Sub-Regional Transportation Planning Program for the City of Newark ( a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of the work program application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $68,942.00 from the North Jersey Transportation Planning Authority, Inc., is hereby accepted (a copy of the award letter dated May 7, 2015 is attached hereto and made a part thereof).
4. The Mayor and/or his designee, the Director of Engineering and/or his designee, are hereby authorized to enter into and execute grant documents with the North Jersey Transportation Planning Authority, Inc., and New Jersey Institute of Technology (NJIT), to receive and expend the grant award in the amount of $68,942.00 + Local In-Kind Match of $17,235.50 for FY2015 Sub-Regional Transportation Planning Program for the City of Newark, for the period commending on July 1, 2014 and terminating on June 30, 2015 (a copy of the Agreement is attached and made a part hereof)
5. The agreement between the City of Newark and NJTPA and NJIT is hereby ratified from July 1, 2014 to the date of adoption of this authorizing resolution.
6. Matching funds for this grant in the amount of $17,235.50 shall be in the form of In-Kind Services, provided by the personnel from the Division of Traffic and Signals, Department of Engineering, City of Newark.
7. The Director of the Department of Engineering and/or his designee shall file a fully executed copy of the work application, the grant award letter, and the grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the action taken by the Director of the Department of Engineering to submit a work program application for grant funding from the North Jersey Transportation Planning Authority, Inc., and New Jersey Institute of Technology, for the project "FY2015 Sub-Regional Transportation Planning Program for the City of Newark". This resolution further ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering to enter into and execute a grant agreement to accept grant funds in the amount of $68,942.00 from NJTPA Inc., and NJIT for the period commencing July 1, 2014 and terminating on June 30, 2015. No municipal funds need to be expended for this agreement except In-Kind Services in the amount of $17,235.50 to be provided by City personnel.
