Additional Information:

On or about March 23, 2016, the Department of Public Safety submitted a grant application to FEMA.

WHEREAS, the United States Department of Homeland Security, through the Federal Emergency Management Agency (FEMA), implemented the FY2015 Staffing for Adequate Fire and Emergency  Response (SAFER) grant program in order to improve and restore local fire departments staffing and deployment capabilities so that they may more effectively respond to emergencies; and

 

WHEREAS, the Director of the Department of Public Safety, in furtherance of its efforts to protect the health and safety of the public against fire and fire related hazards, desires to make use of SAFER grant funds to restore and maintain the number of trained, front-line firefighters so that the Department of Public Safety, Fire Division, may more effectively respond to emergencies; and

 

WHEREAS, on or about March 23, 2016, the Director of the Department of Public Safety, caused an application to be submitted to FEMA requesting funding in the amount of $5,857,236.00 from the 2015 SAFER grant program to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety, Fire Division (a copy of said application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of this application, on or about August 22, 2016, the City of Newark was awarded a grant in the amount of $5,587,236.00 from FEMA’s FY 2015 SAFER grant program, for the grant period commencing on February 11, 2017 and terminating on February 10, 2019 (a copy of the award letter is attached hereto as part of the Award Package, and same is made a part hereof); and

 

WHEREAS, on or about August 22, 2016, the Director of the Department of Public Safety caused to be submitted with FEMA those submissions necessary to accept and receive the grant award; and

 

WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to submit an application to the United States Department of Homeland Security, Federal Emergency Management Agency, requesting $5,587,236.00 from the FY 2015 Staffing for Adequate Fire and Emergency Response grant program to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety Fire Division.

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.

 

3.                     The grant award in the amount of $5,587,236.00 from FEMA FY 2015 SAFER grant program is hereby accepted.

 

4.                     The Mayor and/or his designee, the Director of the Department of Public Safety, are hereby authorized to enter into and execute documents with FEMA to receive and expend the grant award in the amount of $5,587,236.00 to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety Fire Division, for the grant period commencing on February 11, 2017 and terminating on February 10, 2019 (copy of the Agreement Articles and FEMA Obligating Document are attached hereto as part of the Award Package, and same are made a part hereof).

 

5.                     The agreement between the City of Newark and the United States Department of Homeland Security, Federal Emergency Management Agency, is hereby ratified from August 22, 2016, to the adoption of this authorizing resolution.

 

6.                     No municipal funds are required for receipt or acceptance of this grant award.

 

7.                     The Director of the Department of Public Safety shall file a fully executed copy of the grant application, the grant award letter, and the grant agreement documents in the Office of the City Clerk.

STATEMENT

 

This resolution ratifies and authorizes the action taken by the Mayor and/or his designee, the Director of the Department of Public Safety, to submit an application for grant funding in the amount of $5,587,236.00 for the period of February 11, 2017 through February 10, 2019 from FEMA to restore and maintain the number of trained, front-line firefighters in the Department of Public Safety Fire Division, and furthermore ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Public Safety , to enter into and execute those agreement documents.
