WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $411,022.00 bringing total program resources to $3,212,156.00, for the Homeless HRSA Program and no provision has been made in the 2015 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A: 4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by authorizing resolution 7R2-b dated February 4, 2015, 7R1-a dated February 18, 2015, and 7R1-k dated May 20, 2015, the City of Newark accepted the Homeless HRSA Grant in the amount of $2,466,134.00 and $335,000.00 to provide medical care, social services, substance abuse and mental health counseling to the homeless population within the City of Newark ;and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2015, pursuant to N.J.S.A. 40A: 4-20 including this resolution total…………………$285,714,601.91.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is
hereby made for the following classification.
Program Amount
Homeless HRSA $411,022.00 Program
2. Said emergency appropriation shall be provided for in the 2015 budget.
3. A copy of this resolution shall be filed with the Director of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This legislation establishes the appropriation for the Homeless HRSA Program in the amount of $411,022.00 bringing total program resources to $3,212,156.00 for the Homeless Healthcare (HRSA) Program. The U.S. Department of Health and Human Services/Health Resources and Services Administration are awarding the funds. The project period is November 1, 2014 through December 31, 2015 (City-wide).
