Whereas, the Department of Fire continues its efforts to ensure the protection of critical port infrastructure from terrorism; by enhancing maritime domain awareness, training and exercises and capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices and other non-conventional weapons; and
Whereas, the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ has implemented the FY2010 Port Security Grant Program, Port of New York/New Jersey to eligible municipalities and fire districts; and
Whereas, on behalf of the City of Newark, the Director of the Department of Fire submitted an application to the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ, 241 Erie Street, Room 202, Jersey City, New Jersey 07310, requesting grant funding in the amount of $829,261.00 to aid in our continuous efforts of protecting critical port infrastructure from terrorism; and
Whereas, as a result of this application, the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ awarded the City of Newark, $829,261.00 .00, requiring no cash match; and
Whereas, the City of Newark Department of Fire desires to accept funds in the amount of $829,261.00; and
A. Boat Captain School $254,416.00
B. Shipboard Firefighter Training 483,000.00
C. Water Safety & Rescue Equipment 91,845.00
$829,261.00
Whereas, the City of Newark wishes to agree to any amendments to the Grant.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee and the Director of Fire are hereby authorized to submit an application to the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ under the FY2010 Port Security Grant Program requesting funding in the amount of $829,261.00 for personnel training in boat captain school and shipboard firefighting and procurement of water safety and rescue equipment (a copy of the application is attached hereto and made a part thereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of $829,261.00 from the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ under the FY10 Port Security Grant Program is hereby accepted (a copy of the award letter is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of the Department of Fire, are hereby authorized to enter into and execute grant documents with the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ to receive the grant award of $829.261.00 for training of personnel in Boat Captain School and Shipboard Firefighter Training and to purchase Water Safety & Rescue Equipment, for the period May 3, 2011 through September 30, 2013 (a copy of award letter is attached hereto and made a part hereof).
5. The Municipal Council hereby ratifies the acceptance of this grant from May 3, 2011 to the date of adoption of this authorizing resolution.
6. The Director of the Department of Fire shall file a fully executed copy of the grant application, notice of grant award and the fully executed Grant Agreement in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the actions taken by the Director of the Department of Fire to submit application for grant funding, accept the funds in the amount of $829,261.00 for the period commencing on May 3, 2011 and terminating September 30, 2013, and execute and enter into an agreement with the United States Department of Homeland Security, Federal Emergency Management Agency through The Port Authority of NY & NJ under the FY2010 Port Security Grant Program for personnel training and rescue equipment. These funds will be utilized to aid in our continuous efforts of protecting critical port infrastructure.
