ORDINANCE AMENDING TITLE II ADMINISTRATION, CHAPTER 2, OFFICE OF THE MAYOR AND AGENCIES, PART2. BOARDS, COMMISSIONS AND AGENCIES, SENIOR CITIZENS COMMISSION OF THE REVISED GENERAL ORDINANCES OF THE CITY OF NEWARK, NEW JERSEY 2000, AS AMENDED AND SUPPLEMENTED BY INCREASING THE MEMBERS ON THE COMMISSION WHO SHALL SERVE STAGGERED TERMS. (25 MEMBERS EXCLUSIVE OF THE HONORARY CHAIRPERSON WHO SHALL BE DESIGNATED BY THE MAYOR AND SHALL SERVE AT THE PLEASURE OF THE MAYOR AND SHALL DESIGNATE ONE OF THE TWENTH-FIVE MEMBERS TO SERVE AS VICE-CHAIRPERSON AT THE PLEASURE OF THE MAYOR AND INCREASING REGULAR MEETINGS OF THE COMMISSION TO BE HELD AT LEAST FOUR (4) TIMES A YEAR.

WHEREAS, the Municipal Council of the City of Newark previously passed City Ordinance 2:2-72 et. seq., entitled "SENIOR CITIZENS COMMISSION"; and
WHEREAS, the Office of the Mayor wishes to amend certain provisions of City Ordinance 2:2-72 et seq., as amended and supplemented.
NOW, THEREFORE, BE IT ORDAINED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY AS FOLLOWS:

Section 1. Sections 2:2-72.2, 2:2-72.3 and 2:2-72.4 of the Newark Municipal Code are hereby amended and restated to read as follows:
2:2-72.2 Memberships.
a. The Commission shall consist of the following: fifteen (15) twenty -five (25) members to be appointed by the Mayor with the advice and consent of the Municipal Council. The Mayor, President of the Municipal Council and the Manager of the Division of Social Services Senior Citizen Affairs shall be members ex officio.
b. The Commission shall consist of representatives from various segments of the Newark community., preferably from the business and public sector, but not limited thereto. They should can be affiliated with senior citizen organizations and groups that concern themselves with the health, recreation, social, and other needs, i.e., legal, housing and financial needs of senior citizens.

2:P2-72.3 Terms of Members.
a. The fifteen (15) twenty -five (25) members shall serve staggered terms, four (4) shall serve for a term of one (1) year, four (4) eight (8) for a term of two (2) years, four (4) eight (8) for a term of three (3) years and three (3) nine (9) for a term of four (4) years. Thereafter each member shall be appointed for a four (4) year term and shall serve until his/her successor is duly appointed. Vacancies caused by resignation or otherwise shall be filled for the unexpired part of the term thereof by the Mayor.

2:2-72.4 Officers
a. The Mayor shall designate a member to preside over the Commission as Chairperson. The Chairperson shall serve at the pleasure of the Mayor.
b. The Mayor shall designate an Honorary Chairperson exclusive of the twenty-five (25) members, to assist the Commission in recommending policy and guidelines. The Honorary Chairperson shall serve at the pleasure of the Mayor.
b. c. The Commission Mayor shall elect a designate one (1) of the twenty-five (25) members to serve as Vice Chairperson who shall serve at the pleasure of the Commission Mayor within the limitations of his/her term.
c. d. A designee who works with senior citizens The Manager of Social Services in the City's Department of Health and Community Wellness shall, without additional compensation serve as Executive Secretary to the Commission during the incumbency in his/her official position.
e. The Manager of Senior Citizens Affairs in the Mayor's Office shall assist with the oversight of the Commission as the designee for the Mayor.

2:2-72.5 Meetings.
A regular meeting of the Commission shall be held at least once every month four (4) times a year at a time to be fixed by the members of the Commission. Special meetings shall be called by the Chairperson or in his/her absence, the Vice-Chairperson. (R.O. 1966 C.S. §2:2-68; Ord. 6S+FF, 8-3-88)
Section 2. All other provisions of City Ordinance 2:2-72 et seq., shall remain in effect unless amended herein.
Section 3. This ordinance shall take effect upon final passage and publication in accordance with the laws of the Stat of New Jersey.
STATEMENT
An Ordinance increasing the Members of the Commission who shall serve staggered terms and the Mayor shall designate an Honorary Chairperson and designate a Vice-Chairperson from one of the twenty-five (25) members.
