This is an amendment to the New Jersey Office of Homeland Security and Preparedness, a grant adjustment to the FY 18 Urban Areas Security Initiative (UASI) award decreasing the total award amount to $1,724,300.00 from $1,747,500.00.
The decrease was in the amount of $23,200.00, reducing the Project amount for the Unified Approach to Active Shooter Project from $150,000.00 to $126,800.00 due to COVID-19 training and deadline constraints.

WHEREAS, the United States Department of Homeland Security’s Urban Areas Security Initiative (UASI) Grant Program’s mission is to enhance regional preparedness in major metropolitan areas through direct assistance to participating jurisdictions in developing an integrated regional system for prevention, protection, response and recovery from terrorist events or natural catastrophes; and
WHEREAS, through Resolution 7R9-a(S/AS) adopted on November 27, 2018, the Municipal Council ratified and authorized the Mayor of the City of Newark and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security to accept a grant award in the amount of One Million Seven Hundred Forty-Seven Thousand Five Hundred Dollars and Zero Dollars ($1,747,500.00) from the State of New Jersey Office of Homeland Security and Preparedness for training, maintenance, Unified Approach to Active Shooter, Cybersecurity Awareness Training, NPD CAD enhancement, meter maintenance, EOC Information sharing maintenance, ALPR expansion, ALPR computer/storage, meter maintenance, NFD Strike Team radios, emergency notification system, EOC Interoperability maintenance, thermal imaging cameras, Oxygen Cascade trailer, water pumps, generator-light towers, Mutualink, Domestic Preparedness Planner (DPP) position, Communications Planner position, and Metropolitan Medical Response System (MMRS) positions and equipment, with the grant period commencing on September 1, 2018 and terminating on August 31, 2021; and
WHEREAS, on December 11, 2020, the New Jersey Office of Homeland Security and Preparedness issued a grant adjustment notice to the FY 18 Urban Areas Security Initiative (UASI) award letter decreasing the total award amount to One Million Seven Hundred Twenty-Four Thousand Three Hundred Dollars and Zero Cents ($1,724,300.00) from One Million Seven Hundred Forty-Seven Thousand Five Hundred Dollars and Zero Cents ($1,747,500.00). The decrease was in the amount of Twenty-Three Thousand Two Hundred Dollars and Zero Cents ($23,200.00), reducing the project amount to the Unified Approach to Active Shooter project from One Hundred Fifty Thousand Dollars and Zero Cents ($150,000.00) to One Hundred Twenty-Six Thousand Eight Hundred Dollars and Zero Cents ($126,800.00) due to COVID-19 training and deadline constraints. (A copy of the grant adjustment award letter is attached hereto and made a part hereof); and
WHEREAS, all terms and conditions of the grant agreement remain the same.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The amended grant award in the amount of One Million Seven Hundred Twenty-Four Thousand Three Hundred Dollars and Zero Cents ($1,724,300.00) from the Urban Areas Security Initiative (UASI), is hereby accepted. A copy of the award letter is attached hereto and made a part hereof)
2. The Municipal Council hereby ratifies its amendment to the New Jersey Office of Homeland Security and Preparedness issued a grant adjustment notice to the FY 18 Urban Areas Security Initiative (UASI) award letter decreasing the total award amount to One Million Seven Hundred Twenty-Four Thousand Three Hundred Dollars and Zero Cents ($1,724,300.00) from One Million Seven Hundred Forty-Seven Thousand Five Hundred Dollars and Zero Cents ($1,747,500.00). The decrease was in the amount of Twenty-Three Thousand Two Hundred Dollars and Zero Cents ($23,200.00), reducing the project amount to the Unified Approach to Active Shooter project from One Hundred Fifty Thousand Dollars and Zero Cents ($150,000.00) to One Hundred Twenty-Six Thousand Eight Hundred Dollars and Zero Cents ($126,800.00) due to COVID-19 training and deadline constraints from September 1, 2018, to the date of adoption of this amending resolution.
3. No municipal funds are required for receipt or acceptance of this grant award.
4. The Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness, shall file fully-executed copies of the Urban Areas Security Initiative (UASI) Amendment.
STATEMENT
This resolution ratifies and amends Resolution 7R9-a(S/AS) adopted on November 27, 2018 and authorizes the Mayor of the City of Newark and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management and Homeland Security and Preparedness, to enter into and execute grant documents necessary to accept and expend the Urban Areas Security Initiative (UASI) grant funding in the amount of $1,724,300.00, for various projects relating to the prevention, protection, response and recovery from terrorist events or natural catastrophes, for the period commencing September 1, 2018, and terminating August 31, 2021. No municipal funds are required for the acceptance of the grant award.
