WHEREAS, the City of Newark’s (“City”) Department of Public Safety, Office of Emergency Management & Homeland Security and Preparedness Division (OEM) works to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies; and

 

WHEREAS, the Department of Homeland Security Federal Emergency Management Agency (“FEMA”) established the Emergency Management Performance Grant, which the State of New Jersey Department of Law and Public Safety, Office of the Attorney General was granted; and

 

WHEREAS, on July 10, 2024, on behalf of the City, the Coordinator of the Office of Emergency Management submitted an application to the State of New Jersey Department of Law and Public Safety, Office of the Attorney General for the Emergency Management Agency Assistance Sub-Award Program for FY2024; and

 

WHEREAS, as a result of the City’s grant application, on October 17, 2024, the City was awarded sub-award CFDA #97.042, Award #FY24 EMPG EMMA-0714 in the amount of Ten Thousand Dollars and Zero Cents ($10,000.00), a Federal award, for the period of July 1, 2024 through June 30, 2025 (copies of the award letter and the Subaward are attached hereto and made a part hereof); and

 

WHEREAS, the Coordinator of OEM desires to accept said grant funds, and

 

WHEREAS, the terms of this grant award may only be waived or amended by the parties duly authorized to execute the grant, subject to the approval of the Municipal Council by resolution.

                     

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Coordinator of the Department of Public Safety, Office of Emergency Management & Homeland Security and Preparedness Division (OEM), are hereby authorized to submit a grant application to the State of New Jersey, Department of Law and Public Safety, Office of the Attorney General, for the Emergency Management Agency Assistance Sub-Award Program for FY2024.

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of the application’s submission to the date of adoption of this authorizing Resolution.

 

3.                     The resulting grant sub-award in the amount of Ten Thousand Dollars and Zero Cents ($10,000.00), a Federal award, from the State of New Jersey, Department of Law and Public Safety, Office of the Attorney General is hereby accepted (copies of the award letter and the Subaward are attached hereto and made a part hereof).

 

4.                     The Mayor and/or his designee, the Coordinator of OEM, are authorized to accept the grant sub-award.

 

5.                     The Municipal Council hereby ratifies the acceptance of this grant sub-award from the date of the acceptance to the date of the adoption of this authorizing Resolution.

 

6.                     The Coordinator of OEM shall perform all tasks required by the sub-award to ensure the City obtains reimbursement.

 

7.                     The Coordinator of OEM shall, upon any extension of time of the grant and/or upon any increase or decrease of the grant funds, submit to the Municipal Council for its consideration an amending resolution reflecting the final time and amount of the grant.  The Coordinator of OEM shall insure compliance with all the terms and conditions of the grant award and the Subaward.

 

8.                     No Municipal matching funds are required for the receipt or acceptance of this grant award.

 

9.                     Certified copies of this Resolution shall be forwarded to the New Jersey State Police, Office of Emergency Management, the Director of the Division of Local Government Services, Essex County Division of Emergency Management and the State of New Jersey, Office of the Treasury by the Coordinator of the Office of Emergency Management and Homeland Security and Preparedness. 

 

10.                     The Coordinator of the Office of Emergency Management and Homeland Security and Preparedness shall file a fully-executed copy of the FY24-EMPG-EMAA, grant award letter and grant agreement in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the actions taken by the Coordinator of the Department of Public Safety,  Office of  Emergency Management & Homeland Security and Preparedness Division, to apply for and accept a sub-award in the amount of $10,000.00, a Federal award from the State of New Jersey, Department of Law and Public Safety, Office of the Attorney General, for the purpose of enhancing the City of Newark’s ability to prevent, protect against, respond to and recover from acts of terrorism, natural disasters and other catastrophic events and emergencies for the period commencing on July 1, 2024 through June 30, 2025.
