To provide overtime costs for services the Department of Public Safety provides related to events/festivals and noise mitigation.

WHEREAS, the City of Newark desires to apply for and obtain a New Jersey legislative “line item” grant from the New Jersey Department of Community Affairs (the “Department”) for approximately One Million and Five Hundred Dollars and Zero Cents ($1,500,000.00) to carry out the “Community Policing 2026 Grant” Project to foster initiatives, programs, and opportunities to reduce violence and strengthen relationships between law enforcement and Newark communities; and

                     WHEREAS, on or about November 26, 2025, the City’s Business Administrator  caused an application for such grant funds to be submitted to the Department (a copy of which is attached hereto and made a part hereof); and

                     WHEREAS, the Department has informed the City of Newark (the “City”) that the application has been approved; and

WHEREAS, the Department requires that the City pass a Resolution authorizing the grant application before a grant agreement can be executed and funds released; and

                     WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1.                     The Municipal Council authorizes the City to apply for the Community Policing 2026 Grant from the New Jersey Department of Community Affairs. 2.                     The actions taken by the City of Newark (“City”) to apply for the grant are hereby ratified from the date the application was submitted until the date of this authorizing Resolution.

3.                      The Municipal Council acknowledges that the Department may offer a lesser or greater amount. Upon receipt of the grant agreement, the Mayor and/or designee, the Business Administrator, and Corporation Counsel are authorized to review, approve, and execute the grant agreement and accept the grant funds, pursuant to its terms.

4.                      The Mayor and/or designee, and the Business Administrator, are authorized to sign the grant application, grant agreement, and any other necessary documents in connection with this grant.5.                     The Mayor of the City of Newark City’s Business Administrator shall file fully executed copies of the grant application and grant agreement in the Office of the City Clerk.

STATEMENT

 This Resolution ratifies and authorizes the Municipal Council, the Mayor and/or designee, and the Business Administrator to apply for and accept a grant of $1,500,000 from the New Jersey Department of Community Affairs to carry out the Community Policing 2026 Grant Project. The grant will cover overtime and equipment costs for Public Safety services related to events and festivals for noise mitigation. No municipal funds are required.
