This Resolution authorizes the City of Newark to enter into a Memorandum of Understanding with Atlantic City and the City of Paterson to form a coalition to submit a joint application to the Solar for All Grant Program funded by the United States Environmental Protection Agency, Office of the Greenhouse Gas Reduction Fund.

                     WHEREAS, President Biden’s Inflation Reduction Act authorized the United States Environmental Protection Agency to implement the Greenhouse Gas Reduction Fund (“GGRF”); and

                     WHEREAS, as part of GGRF, the United States Environmental Protection Agency, Office of the Greenhouse Reduction Fund (EPA) is launching a Seven Billion Dollar Solar for All competition, designed to spur the deployment of residential distributed solar energy to lower energy bills for millions of Americans and catalyze transformation in markets serving low-income and disadvantaged communities; and

                     WHEREAS, residential distributed solar generation and energy storage, including rooftop residential and residential-serving community photovoltaic solar and storage, reduces energy costs for American households, abates pollution from power generation, generates wealth and jobs for local communities, improves public health, and provides resilient and secure power; and

                     WHEREAS, Solar for All will tackle the financial and non-financial barriers that limit the ability of low-income and disadvantaged communities across the country to benefit from the rapid growth in distributed solar capacity, thus advancing the Biden-Harris Administration’s climate and environmental justice goals; and

                     WHEREAS, to be eligible to participate in the Solar for All competition, the City of Newark (“City”) submitted a Notice of Intent to the EPA required by the Announcement for the Solar for All Competition; and

WHEREAS, the application package for the Solar for All competition must be submitted to the EPA on or before October 12, 2023; and

WHEREAS, the City desires to form a coalition with the cities of Paterson and Atlantic City, pursuant to a Memorandum of Understanding, to prepare a joint application for the Solar for All competition; and

WHEREAS, the Municipal Council of the City of Newark finds it in its best interest to enter into the Memorandum of Understanding, in the form attached hereto, with the City of Paterson and the City of Atlantic City, in order to prepare a joint application for submission to the EPA.

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, and the Business Administrator, are authorized to enter into and execute a Memorandum of Understanding (“MOU”) in the form attached hereto, on behalf of the City of Newark with the City of Paterson and Atlantic City to form a coalition, in order to prepare a joint application for the  Solar for All competition, funded by the United States Environmental Protection Agency, Office of the Greenhouse Reduction Fund (“EPA”),  implemented by President Biden’s Inflation Reduction Act.

 

2.                     The term of the MOU shall commence upon full execution of the MOU, pursuant to adoption of this Resolution, until all grant funds, which may be awarded by the EPA, are expended.

 

3.                     There shall be no amendment or change of the MOU without the approval of the Newark Municipal Council by Resolution.

 

4.                     The Business Administrator shall file a copy of the fully executed MOU together with this Resolution in the Office of the City Clerk.

 

STATEMENT

                     This Resolution authorizes the Mayor and/or his designee, and the Business Administrator, to enter into a Memorandum of Understanding, on behalf of the City of Newark, with the City of Paterson and the City of Atlantic City, to form a coalition to prepare a joint application for the Solar for All competition funded by the United States Environmental Protection Agency, Greenhouse Gas Reduction Fund .
