WHEREAS, the City of Newark submitted an application to obtain a grant from the U.S. Department of Homeland Security  for the Firefighters Grant to purchase Firefighter Rapid Intervention Training, PPE Washer/Extractor/Dryers, and Fire Station Exhaust Systems (a copy of the grant application is attached hereto and made a part hereof); and

 

WHEREAS, as a result of this application, the City of Newark has been awarded a grant from the U.S. Department of Homeland Security in the amount of One Million Eighty-Four Thousand Six Hundred Three Dollars and Sixty-Three Cents ($1,084,603.63) (a copy of the grant award letter is attached hereto and made a part hereof); and

 

WHEREAS, the grant requires matching funds in the amount of One Hundred Eight Thousand Four Hundred Sixty Dollars and Thirty-Seven Cents ($108,460.37) or 10% of the Federal funds awarded, making the total approved budget One Million One Hundred Ninety-Three Thousand Sixty-Four Dollars and Zero Cents ($1,193,064.00); and

 

WHEREAS, the City’s Department of Public Safety, Division of Fire, desires to accept said grant funds; and

 

 

WHEREAS, the City’s Department of Administration will provide the cash match of $108,460.37 through the adoption of a Temporary Emergency Resolution from Bus. Unit NW011, Div./Proj. 230, Account #2301 A B2025.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark, and/or his designee, the Director of the Department of Public Safety, are hereby authorized to apply and accept a grant from the U.S. Department of Homeland Security for approximately One Million Eighty-Four Thousand Six Hundred Three Dollars and Sixty-Three Cents ($1,084,603.63) to purchase Firefighter Rapid Intervention Training, PPE Washer/Extractor/Dryers, and Fire Station Exhaust Systems, with matching funds in the amount of One Hundred Eight Thousand Four Hundred Sixty Dollars and Thirty-Seven Cents ($108,460.37), for a total approved budget of One Million One Hundred Ninety Three Thousand Sixty Four Dollars and Zero Cents ($1,193,064.00).

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.

 

3.                     That the City of Newark does hereby authorize the application for said grant.  The Mayor of the City of Newark, and/or his designee, the Director of Department of Public Safety, are hereby authorized to enter into and execute grant documents and recognizes the Department may offer a lesser or greater amount and therefore, upon receipt of the Grant Agreement from the U.S. Department of Homeland Security, does further authorize the execution of any such Grant Agreement; and also, upon receipt of the fully executed Agreement from the Department, does further authorize the expenditure of funds pursuant to the terms of the Agreement between the City of Newark and the U.S. Department of Homeland Security.

 

4.                     Matching funds in the amount of $108,460.37 shall be provided through the adoption of a Temporary Emergency Resolution from Bus. Unit NW011, Div./Proj. 230, Account #2301 A B2025.

 

5.                     The Director of the Department of Public Safety shall file a fully executed copy of the grant application, grant award letter and Grant Agreement with the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark, and/or his designee, the Director of the Department of Public Safety, Fire Division, to submit an application for, accept, and enter in a Grant Agreement for grant funding in the amount of One Million Eighty Four Thousand Six Hundred Three Dollars and Sixty Three Cents ($1,084,603.63) from the U.S. Department of Homeland Security to purchase Firefighter Rapid Intervention Training, PPE Washer/Extractor/Dryers, and Fire Station Exhaust Systems and the local cash match required for this award will be One Hundred Eight Thousand Four Hundred Sixty Dollars and Thirty Seven Cents ($108,460.37) for a period commencing on September 26, 2024 to September 25, 2026.
