WHEREAS, the State of New Jersey, Department of Corrections granted the City of Newark (the “City”) the following New Jersey Local, Empowered, Accountable and Determined (NJ LEAD) Re-entry Initiative Category A - Reintegration Service Coordination in Urban Communities in New Jersey allocation grant for State Fiscal Year 2022; and
WHEREAS, the goal of the NJ LEAD Re-entry Initiative is to provide re-entry services to former inmates returned to our jurisdiction and reduce recidivism via a re-entry liaison position; and
WHEREAS, the City received a sub-award allocation of One Thousand Dollars and Zero Cents ($100,000.00); and
WHEREAS, upon receipt of the grant Notice of Award (NOA), the Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Deputy Mayor of Workforce Development and/or the Director of NewarkWORKS must enter into and execute the Sub-award Contract and the Certification Agreement; and
WHEREAS, the Executive Director of the Newark Workforce Development Board has signed the Sub-award Contract and the Mayor of the City of Newark has signed the Certification and a copy is attached herein; and
WHEREAS, the sub-award allocation must be used under the general and program specific special conditions, which are included in the Grant Agreement and included herein; and
WHEREAS, a no cost extension is stated in the program specific special conditions and allows the sub-recipient organization until March 31, 2023 to expend and obligate the sub-award; and
WHEREAS, any NJ LEAD funds awarded to the Sub-recipient that are not spent by the end of the forty-five (45) day grant liquidation period of April 15, 2023 are due back to the State of New Jersey; and
WHEREAS, the Newark Workforce Development Board has funded the re-entry liaison and has fully expended the sub-award allocation on behalf of the City; and
WHEREAS, authorized signature on the Certification page document by the Sub-recipient organization signifies acceptance of and adherence to the No Cost Extension clause of this Agreement; and
WHEREAS, it is in the best interest of the City to accept and expend these funds; and
WHEREAS, no municipal funds, or commitment of municipal resources or staff are required for the receipt or acceptance of these grant funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Deputy Mayor of Workforce Development and/or the Director of NewarkWORKS, are hereby authorized to accept the following New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Reentry Initiative Category A - Reintegration Service Coordination in Urban Communities in New Jersey sub-award from the State of New Jersey, Department of Corrections for State Fiscal Year 2022.
2. The grant funds shall be expended according to the guidelines stated in the Notice of Award (NOA), general and program specific special conditions.
3. A no cost extension is stated in the program specific special conditions and allows the Sub-recipient organization until March 31, 2023 to expend and obligate the sub-award.
4. All General Conditions and Program Specific Special Conditions remain in force through the extended grant period of March 31, 2023 and any NJ LEAD funds awarded to the Sub-recipient that are not spent by the end of the forty-five (45) day grant liquidation period of April 15, 2023 must be returned to the State of New Jersey.
5. The Newark Workforce Development Board has funded the re-entry liaison and has fully expended the sub-award allocation on behalf of the City of Newark.
6. The Municipal Council hereby ratifies the acceptance of the grant funds described above from April 1, 2022 to the date of adoption of this authorizing Resolution.
7. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award.
STATEMENT
This Resolution hereby ratifies and authorizes the Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Deputy Mayor of Workforce Development and/or the Director of NewarkWORKS, to accept the following New Jersey Local, Empowered, Accountable, and Determined (NJLEAD) Re-entry Initiative Category A - Reintegration Service Coordination in Urban Communities in New Jersey allocation from the State of New Jersey Department of Corrections for State Fiscal Year 2022 and states that funding must be fully obligated and expended no later than March 31, 2023. No municipal funds, commitment of municipal resources, or staff are required for receipt or acceptance of this grant award; this authorization is hereby ratified from April 1, 2022 to the date of adoption of this authorizing Resolution.
