To fund the development of an action-oriented plan leveraging the identified distressed asset to improve food access and food security for the Newark South food desert community.

                     WHEREAS, on or about December 14, 2022, the Business Administrator, on behalf of the City of Newark applied for  a Food Security Planning Grant from the New Jersey Economic Development Authority (“NJEDA”) for approximately One Hundred Twenty-Four Thousand Eight Hundred Fifty Dollars and Zero Cents ($124,850.00) to carry out a “Food Security Planning” program to fund the development of an action-oriented plan leveraging the identified distressed asset to improve food access and food security for the Newark South food desert community (a copy of said application is attached hereto and made a part hereof); and

 

                     

 

                     

 

                     WHEREAS, on May 16, 2023, as a result of this application, the City of Newark has been awarded a grant in the amount of One Hundred Twenty-Four Thousand Eight Hundred Fifty Dollars and Zero Cents ($124,850.00) from NJEDA for said purposes; and

 

WHEREAS, the NJEDA requires that the Municipal Council  pass a Resolution authorizing the grant application before a grant agreement can be entered into, which would then authorize the release of the grant funds to the City; and

 

                     WHEREAS, no municipal funds are required for the receipt or acceptance of the grant award.

 

 

                     

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor and/or his designee, the Business Administrator, are hereby authorized to submit an application to the New Jersey Economic Development Authority (“NJEDA”) in the amount of One Hundred Twenty-Four Thousand Eight Hundred Fifty Dollars and Zero Cents ($124,850.00) to carry out a “Food Security Planning” program to fund the development of an action-oriented plan leveraging the identified distressed asset to improve food access and food security for the Newark South food desert community (a copy of the award letter is attached hereto and made a part hereof). .

 

2.                     The actions taken by the City to apply for the grant are hereby ratified from the date the application was submitted until the date of this authorizing resolution.

 

3.                     The grant award in the amount of One Hundred Twenty-Four Thousand Eight Hundred Fifty Dollars and Zero Cents ($124,850.00) from NJEDA is hereby accepted. The Municipal Council of the City of Newark recognizes and accepts that the NJEDA may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from NJEDA, does further authorize the execution of any such grant agreement upon review, approval and signature by the City’s Mayor and  Corporation Counsel; and also, upon receipt of the fully executed agreement from NJEDA, does further authorize the acceptance of the grant funds and the expenditure of the funds pursuant to the terms of the agreement between the City of Newark and the NJEDA.

 

4.                     The Mayor and/or the Business Administrator are authorized to sign the application, and are authorized to sign the agreement, and any other documents necessary in connection therewith.

 

5.                     No municipal funds are required for the receipt or acceptance of the grant funds.

 

6.                     No commitment of City resources or staff is required for the receipt or acceptance of the grant funds.

 

7.                     The Business Administrator shall file fully executed copies of the grant application and grant agreement in the Office of the City Clerk.

 

STATEMENT

 

                     This resolution ratifies and authorizes the Mayor and/or his designee, the Business Administrator, to apply for, and accept  One Hundred Twenty Four Thousand Eight Hundred Fifty Dollars and Zero Cents ($124,850.00) in grant funds from the New Jersey Economic Development Authority to carry out a “Food Security Planning” program, to fund the development of an action-oriented plan leveraging the identified distressed asset to improve food access and food security for the Newark South food desert community No municipal funds are required for the receipt or acceptance of the grant funds.
