WHEREAS, the City of Newark’s (the “City”) Department of Administration, Office of Violence Prevention (OVP), provides support and empowers individuals and families who have been impacted by a crime to help them restore their dignity and safety.  OVP works with the inherent resiliency and self-determination of clients to encourage them to lead their path to restoring their personal power under the New Jersey Victims of Crime Act (VOCA); and

WHEREAS, the New Jersey Office of the Attorney General, Department of Law and Public Safety has made grant funds available for the provision of such services through the  Victim Assistance Grant: Central Ward Project, East Ward Project, North Ward Project, Shani Baraka Resource Center Project, South Ward Project, and West Ward Project; and

WHEREAS, on September 14, 2021, on behalf of the City, the Director of OVP submitted six (6) applications to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, P.O. Box 081, Trenton, New Jersey 08525-0081, requesting grant funding of $825,000.00, for six (6) NJ Victim Assistance Grants: Central Ward Project ($137,500.00), Ward Project ($137,500.00), East Ward Project ($137,500.00), North Ward Project ($137,500.00), Shani Baraka Resource Center Project ($137,500.00), South Ward Project ($137,500.00), and West Ward Project ($137,500.00), to provide support and work with victims of crime; and

WHEREAS, as a result of this application, the City has been awarded six (6) grants in the amount of $825,000.00 from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), to provide individualized advocacy, educational crime prevention workshops and support groups for victims of crime, for the period commencing on September 1, 2021 through August 31, 2022; and

 

WHEREAS, the City recognizes that the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), may extend time of Grant Award and/or provide additional funds if made available; and

WHEREAS, the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), will amend the grant to reflect the extension of grant period and/or increase or decrease of additional funds if made available; and

WHEREAS, the City wishes to agree to any amendments to the grant; and

 

                     WHEREAS, the Mayor of the City of Newark and the Business Administrator wish to accept the grant awards and did execute and submit grant agreements governing said awards; and

 

WHEREAS, no matching municipal funds are required for acceptance of the grant awards; and

 

WHEREAS, no commitment of City resources or staff is required for acceptance of the grant awards; and

 

WHEREAS, the grant funds will only be used to maintain already existing services, and will not be used to create a new service or to expand an existing service.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1.                     The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to submit an application to the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), P.O. Box 081, Trenton, New Jersey 08525-0081, requesting grant funding for six (6) NJ Victim Assistance Grants: Central Ward Project ($137,500.00), Ward Project ($137,500.00), East Ward Project ($137,500.00), North Ward Project ($137,500.00), Shani Baraka Resource Center Project ($137,500.00), South Ward Project ($137,500.00), and West Ward Project ($137,500.00), for a total of $825,000.00, for the provision of victims of crime services, community outreach, and case management for victims and families who have been impacted by a crime.

2.                     The Municipal Council hereby ratifies its authorization of these applications from the date of application submission to the date of adoption of this authorizing Resolution.

3.                     The six (6) Victim Assistance Grant awards: Central Ward Project ($137,500.00), Ward Project ($137,500.00), East Ward Project ($137,500.00), North Ward Project ($137,500.00), Shani Baraka Resource Center Project ($137,500.00), South Ward Project ($137,500.00), and West Ward Project ($137,500.00), in the amount of $825,000, from the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA) is hereby accepted (a copy of the six (6) awards are attached hereto and made a part hereof).

4.                     The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to enter into and executed grant documents with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), to receive and expend the grant funds for the period commencing on September 1, 2021 and terminating on August 31, 2022 (a copy of the Agreements are attached and made a part hereto).

 

5.                     The Municipal Council hereby ratifies its authorization of the execution of the grant documents and agreements from the date of their execution to the date of adoption of this authorizing Resolution.

 

6.                     No municipal funds are required for the receipt or acceptance of the grant funds.

 

7.                     No commitment of City resources or staff is required for the receipt or acceptance of the grant funds.

 

8.                     The grant funds shall only be used to maintain already existing services, and shall not be used to create any new service or to expand an existing service.

 

9.                     The Business Administrator shall file fully executed copies of the six (6) Victim Assistance Grants, and any associated grant documents or agreements, in the Office of the City Clerk.

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Business Administrator, and the actions taken, to submit six (6) Victims of Crime Act (VOCA) Grants (September 1, 2021 through August 31, 2022), with the State of New Jersey, Office of the Attorney General, Department of Law and Public Safety, New Jersey Victims of Crime Act (VOCA), and further ratifies and authorizes the execution of the grant agreements necessary to receive the grant funds in the amount of $825,000.00 and further authorizes the acceptance of the grant funds.
