WHEREAS, Rutgers, the State University of New Jersey - Newark Center for Urban and Public Services, (“Rutgers”), having an address at 111 Washington Street, Room 136, Newark, New Jersey 07102, is an instrumentality of the State of New Jersey and
WHEREAS, Rutgers wishes to provide a (3) three-month computer training program for senior citizens as a part of a research project examining the impact on digital literacy and reducing barriers for seniors through accessing and adapting digital technology at (5) five senior centers, which centers include Bethany Senior Citizen Center, Ironbound Senior Citizen Center, Boylan Street Recreation Center, Vince Lombardi Center of Hope, and Nellie Grier Senior Center; and
WHEREAS, the Department of Recreation, Cultural Affairs and Senior Services (“Department”) believes that the program will benefit seniors and allow them to enhance their computer skills and digital literacy; and
WHEREAS, the approximate value of the proposed training project to the participating seniors is One Hundred Eighty-Seven Thousand Two Hundred Eighteen Dollars and Zero Cents ($187,218.00); and
WHEREAS, the City of Newark desires to create a strong, diverse, and vibrant community by creating opportunities for seniors in multiple centers throughout Newark to enhance their awareness, knowledge, and computer literacy through this hands-on program; and
WHEREAS, the Director of the Department therefore desires to enter into a Memorandum of Understanding with Rutgers setting forth the terms and conditions of the computer training to be provided; and
WHEREAS, N.J.S.A. 40A:11-5(2) permits the Municipal Council to negotiate and enter into a contract without public advertising for bids and bidding therefore when the contract is made or entered into with an agency of the State of New Jersey.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services is hereby authorized to enter into the attached Memorandum of Understanding with Rutgers University, the State University of New Jersey, 111 Washington Street, Room 136, Newark, New Jersey 07102, for the provision of a three (3) month Technology Research Program to be implemented at the (5) five senior centers located at Bethany Senior Citizen Center, Ironbound Senior Citizen Center, Boylan Street Recreation Center, Vince Lombardi Center of Hope, Nellie Grier Senior Center in Newark, NJ.
2. The term of said MOU shall commence on the date of adoption of this authorizing Resolution and end on the date of the completion of the training program.
3. This MOU is being awarded pursuant to N.J.S.A. 40A:11-5(2) as a contract entered into with an agency of the State of New Jersey.
4. The Director of the Department of Recreation, Cultural Affairs and Senior Services shall file a fully executed copy of said MOU in the Office of the City Clerk.
5. No municipal funds are required in connection with this Resolution.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services to enter into a Memorandum of Understanding with Rutgers University to provide a computer-training program for seniors at senior centers located throughout the City of Newark.
