Additional Information:
Acceptance of Grant Funds under 7R5-a, adopted on October 18, 2023.
The NJACCHO will reimburse the LHD during the project period of October 1, 2022 through June 30, 2024.
Resolution 7R1-g adopted on April 5, 2023 accepted a grant award in the amount of $3,863,002.00 for the contract period of October 1, 2022 through June 30, 2023.
The NJACCHO has awarded additional funds, amending the total award to $7,689,927.00.

WHEREAS, N.J.S.A. 40A:4-87 provides that the Director of the Division Local Government Services may approve the insertion of any Special Item of Revenue in the budget of any local unit when such item shall have been made available by law and the amount thereof shall not have been determined at the time of the adoption of the budget, and may approve the insertion of an appropriation item of equal amount for the purpose of carrying out the purposes of the law making such item of revenue available for expenditure; and
WHEREAS, the New Jersey Association of County and City Health Officials (“NJACCHO”) has made additional funds available in the amount of Three Million Eight Hundred Twenty-Six Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($3,826,925.00) for LHD to enhance local public health infrastructure capacity and respond to emerging infectious diseases; and
WHEREAS, by an award letter dated August 3, 2023 from the New Jersey Association of County and City Health Officials (“NJACCHO”), the City was awarded a grant in the amount of Three Million Eight Hundred Twenty-Six Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($3,826,925.00) for the continued provision of Local Health Department (LHD) related services during the ongoing COVID-19 Public Health Emergency and pandemic.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. In accordance with the provisions of N.J.S.A 40A: 4-87, the City of Newark, New Jersey hereby requests the Director of Local Government Services to approve a budget insertion in the amount of Three Million Eight Hundred Twenty-Six Thousand Nine Hundred Twenty-Five Dollars and Zero Cents ($3,826,925.00) and an appropriation of an equal amount for the FY 2023 Enhancing Local Public Health Infrastructure Program in the budget year 2023 as set forth in Schedule A, attached hereto and made a part hereof.
2. The aforesaid insertion is, in the opinion of the Governing Body, warranted and authorized by N.J.S.A. 40A:4-87 and are necessary for the orderly operation of the municipality.
3. A copy of this Resolution shall be filed with the Director of the Division of Local Government Services by the Acting City Clerk.
STATEMENT
This Resolution is establishing an appropriation and revenue for the FY 2023 Municipal Budget in the amount of $3,826,925.00 bringing total program resources to $7,689,927.00 for the FY 2023 Enhancing Local Public Health Infrastructure Program. The New Jersey Association of County and City Health Officials (NJACCHO) is providing these funds. The project period is October 1, 2022 through June 30, 2024 (City-wide).
