This resolution is an acceptance of $223,515.00 in additional grant funds and extends the grant period from July 1, 2019 through June 30, 2020 to July 1, 2019 through September 30, 2020 for the 2020 Childhood Lead Program.
The total grant award is $2,110,515.00.

WHEREAS, the City's Department of Health and Community Wellness (hereinafter, "DHCW") desires to continue to provide case management and environmental investigation services for children with elevated blood levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure, and healthy housing; and

WHEREAS, the New Jersey State Department of Health, Division of Family Health Services, has made funds of an additional $223,515.00 available for the provision of these services for the period of July 1, 2020 through September 30, 2020; and

WHEREAS, by Notice of Grant Award dated September 16, 2020, the New Jersey Department of Health, Division of Family Health Services, granted the City of Newark an additional Two Hundred Twenty-Three Thousand Five Hundred Fifteen Dollars and Zero Cents ($223,515.00) to provide case management and environmental investigation services for children with elevated blood lead levels in accordance with N.J.A.C. 8:51 and extended the grant period from July 1, 2020 through September 30, 2020; and

WHEREAS, on September 5, 2019 the Department of Health and Community Wellness submitted a resolution to accept funds adopted by the Municipal Council as Resolution via 7R1-b, based upon the Notice of Grant Award from the New Jersey Department of Health, Division of Family Health Services, in the amount of $1,887,000.00; and

WHEREAS, the additional award totaling $2,110,515.00 supersedes the Notice of Grant Award of $1,887,000.00; and

WHEREAS, the City of Newark recognizes that the New Jersey Department of Health, Division of Family Health Services may extend the time of the grant award and will provide additional funding when it becomes available; and

WHEREAS, the New Jersey Department of Health, Division of Family Health Services, will amend the grant to reflect any time extension and/or award of additional funding if made available, subject to approval of the Municipal Council by resolution.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to amend Resolution 7R1-b adopted on September 5, 2019, which accepted the amount of $1,887,000.00, based upon Notice of Grant Award for additional funds from the New Jersey Department of Health, Division of Family Health Services, to accept the additional grant award in the amount of Two Hundred Twenty-Three Thousand, Five Hundred Fifteen Dollars and Zero Cents ($223,515.00) dated September 16, 2020 and extend the grant period from July 1,2020 through September 30, 2020.

2. The Municipal Council ratifies its authorization of this grant application from the date of application submission to the date of adoption of this authorizing resolution.

3. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are authorized to receive and expend the additional grant monies, for the continued provision of Nurse Case Management and Environmental Inspections for families residing in the City of Newark, for the period of July 1, 2020 through September 30, 2020 (a copy of the grant award is attached hereto and made a part hereof).

4. The Municipal Council ratifies the acceptance of this grant award from September 5, 2019, to the date of adoption of this authorizing resolution.

5. The City of Newark's acceptance and expenditure of any additional Childhood Lead 2020 grant funds from the New Jersey Department of Health, Division of Family Health Services, shall be subject to the approval of the Municipal Council by resolution.

6. No municipal funds are required for receipt or acceptance of this grant award.

7. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and the grant award letter in the Office of the City Clerk.


STATEMENT

This resolution ratifies, amends, and authorizes the actions taken by the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to accept additional grant funds in the amount of $223,515.00 from the New Jersey Department of Health, Division of Family Health Services, to continue to provide case management and environmental investigation services for children with elevated blood levels in accordance with N.J.A.C. 8:51; outreach and education to the public, health care providers, and other professionals about the importance of age-appropriate blood lead screenings, lead exposure, and healthy housing for the period of July 1, 2020 and terminating September 30, 2020. No municipal funds are required for acceptance of this grant.
