WHEREAS, pursuant to N.J.S.A. 40A:4-19 the Municipal Council of the City of Newark adopted Resolution 7R1-a dated December 18, 2024 to provide funds for the period January 1, 2025 to March 31, 2025, Resolution 7R1-a dated March 19, 2025 to provide funds for the period April 1, 2025 to April 30, 2025, Resolution 7R1-a dated April 16, 2025 to provide funds for the period May 1, 2025 through May 31, 2025, Resolution 7R1-c dated May 7, 2025 to provide funds for the period June 1, 2025 through June 30, 2025, Resolution 7R1-a dated May 21, 2025 to provide funds for the period July 1, 2025 through July 31, 2025 and Resolution 7R1-e dated July 2, 2025 to provide funds for the period August 1, 2025 through August 31, 2025 pending the adoption of the Operating Budget of the City of Newark, New Jersey; and

WHEREAS, additional appropriations will be required from September 1, 2025 through September 30, 2025, pending the adoption of 2025 Operating Budget; and

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

WHEREAS, temporary appropriation, TE #59, is to provide funds for the period of from September 1, 2025 through September 30, 2025, pending the adoption of the 2025 Budget; and

WHEREAS, the emergency appropriations adopted in 2025 pursuant to N.J.S.A. 40A:4-20 including this Resolution total................$568,286,727.45.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:

4. A copy of this Resolution shall be immediately filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.

STATEMENT

This Resolution establishes a temporary emergency appropriation to provide operating funds from September 1, 2025 through September 30, 2025, pending the adoption of the 2025 Municipal Operating Budget.
