WHEREAS,  the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) grants funding to address firearm-related crime and forensics through the establishment of Crime Gun Intelligence Centers (CGICs). This initiative is a partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to utilize intelligence, technology, and community engagement to swiftly identify crime guns and their sources, and effectively prosecute perpetrators.

 

WHEREAS, on behalf of the City of Newark (the “City”), the Director of the Department of Public Safety submitted an application to the United States Department of Justice - Bureau of Justice Assistance requesting funding in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) from the BJA FY 22 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative, to fund police initiatives to address gun crimes with no City funds required; and

 

WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City is required to submit a Resolution from the Municipal Council authorizing submission of the grant application; and

 

WHEREAS, as a result of this application, the City has been awarded a grant in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) from the United States Department of Justice, to be used toward addressing the investigation of gun crimes within the City with a grant award start date of October 1, 2022 through September 30, 2025 (a copy of the grant award letter is attached hereto and made a part hereof); and

 

WHEREAS, the City has received notification of receipt of the grant award in connection with this application, and the Director of the Department of Public Safety desires to accept the grant award and execute a grant agreement governing said award; and 

 

WHEREAS, the City has received notification of receipt of the grant award in connection with this application, and the Director of the Department of Public Safety is submitting a copy of the Grant Agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature; and 

 

WHEREAS, the Police Division has been awarded grant funding in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00) from the BJA FY 22 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative to control crime with no City funds required; and 

 

WHEREAS, the City desires to fund police initiatives to address gun crimes.   

 

NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Director of the Department of Public Safety are hereby authorized to submit an application to the United States Department of Justice, requesting grant funding in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00).

 

2.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Director of the Department of Public Safety, are hereby authorized to accept the allocation from the United States Department of Justice grant funding in the amount of Seven Hundred Thousand Dollars and Zero Cents ($700,000.00).

 

3.                     The Mayor of the City of Newark and/or his designee(s), the Business Administrator and/or the Director of the Department of Public Safety are hereby authorized to enter into and execute the grant documents with the United States Department of Justice to receive and expend the BJA FY 22 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative award for the purpose of implementing strategies to prevent and control gun crime.

 

4.                     The Director of the Department of Public Safety shall submit a complete copy of the Grant Agreement and any associated documents to both the Corporation Counsel and the Business Administrator for review, approval and signature.

 

5.                     No municipal funds are required for receipt or acceptance of this grant award.

 

6.                     The Director of the Department of Public Safety shall file a fully-executed copy of the BJA FY 22 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative application, the grant award letter, and the Grant Agreement in the Office of the City Clerk.

 

 

 

STATEMENT

 

This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Public Safety, to submit an application for, accept, and enter into a Grant Agreement for the BJA FY 22 Local Law Enforcement Crime Gun Intelligence Center Integration Initiative for funding in the amount of $700,000.00 from the United States Department of Justice for the purpose of implementing strategies to prevent and control gun crime with a grant period of October 1, 2022 through September 30, 2025.  No municipal funds are required.
