WHEREAS, the City of Newark (“City”) through its Department of Recreation, Cultural Affairs and Senior Services, has established a Centers of Hope Program (Centers of Hope), which provides a variety of arts, athletic, educational, environmental, healthy living, cultural awareness, and recreational programming to foster better social and economic outcomes for the City’s youth and their families; and
WHEREAS, on or about February 14, 2024, the City and the NHA entered into a memorandum of understanding (“MOU”) governing the operation and maintenance of Centers of Hope at community-based centers located within property owned, controlled or operated by the Newark Housing Authority (“NHA”); and
WHEREAS, said MOU was for a term of one year and provided the NHA with the option to extend the term for two (2) additional one-year (1-year) periods; and
WHEREAS, the use of property owned, controlled or operated by NHA for Centers of Hope programming entail zero costs to the City.
NOW THEREFORE BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY THAT:
1. The Mayor of the City of Newark, or his designees, the Business Administrator and/or the Director of Recreation, Cultural Affairs and Senior Services, are hereby authorized to execute and enter into the attached memorandum of understanding (“MOU”) with the Newark Housing Authority (“NHA”) for the operation and maintenance of the Centers of Hope Program on property owned, operated or controlled by the Newark Housing Authority (“NHA”).
2. The authorization to execute and enter into said MOU is ratified from February 14, 2024 to the date of adoption of this Resolution.
3. Any extension of the term permitted in the MOU is hereby authorized.
4. The Director of the Department of Recreation, Cultural Affairs and Senior Services shall file a fully executed copy of the MOU and any documentation of a term extension in the Office of the City Clerk.
STATEMENT
This Resolution authorizes and ratifies a memorandum of understanding between the City of Newark and the Newark Housing Authority (“NHA”) governing the operation and maintenance of Centers of Hope at community-based centers located on NHA property
