WHEREAS, the Urban Areas Security Initiative (UASI) Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism; and
WHEREAS, the UASI Program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the Whole Community approach; and
WHEREAS, during the months of December 2023, January 2024, and February 2024, , on behalf of the City of Newark (hereinafter the “City”), the Director of the Department of Public Safety through the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness , submitted multiple Project Proposals to the State of New Jersey’s Office of Homeland Security and Preparedness (OHSP) requesting grant funding totaling the amount of One Million Six Hundred Fifty-Seven Thousand One Hundred Ninety-Four Dollars and Zero Cents ($1,657,194.00) from FFY24 UASI-Local Share Grant Program (the Project Proposals are attached hereto and made a part hereof); and
WHEREAS, on September 16, 2024, the City was awarded $1,657,194.00 for approved projects from the FFY24 UASI-Local Share Grant Program to enhance the City and UASI region’s ability to build, maintain and sustain national preparedness capabilities as outlined in the attached Project Proposals; and
WHEREAS, the Department of Public Safety wishes to accept the grant award in the amount of $1,657,194.00; and
WHEREAS, the City must execute the grant agreement with OHSP to receive and expend the grant award in the amount of $1,657,194.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the projects outlined in the attached Project Proposals for the period commencing on September 1, 2024 and terminating on July 31, 2027, with no municipal funds required.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark (“City”), and/or his designees, the Director of the Department of Public Safety, and/or the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to submit Project Proposals to the State of New Jersey’s Office of Homeland Security and Preparedness (OHSP) requesting grant funding totaling the amount of One Million Six Hundred Fifty-Seven Thousand One Hundred and Ninety-Four Dollars and Zero Cents ($1,657,194.00) from the FFY24 UASI-Local Share Grant Program to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities which are outlined in the attached Project Proposals.
2. The Municipal Council ratifies its authorization of the submission of the Project Proposals from the multiple dates of submission, to the date of adoption of this authorizing Resolution.
3. The grant award in the amount of $1,657,194.00 from OHSP is accepted (a copy of the Award Letter is attached hereto and made a part hereof).
4. The Mayor of the City of Newark and/or his designees, the Director of the Department of Public Safety, and/or the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, are authorized to enter into and execute the grant agreement with OHSP to receive and expend the grant award in the amount of $1,657,194.00 to enhance the City and the UASI region’s ability to build, maintain and sustain national preparedness capabilities for the projects outlined in the attached Project Proposals for the period commencing on September 1, 2024 and terminating on July 31, 2027.
5. The Agreement between the City and OHSP is hereby ratified to October 3, 2024 from the date of adoption of this authorizing Resolution.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness shall file a copy of the Project Proposals, the grant award letter, and a fully executed copy of the Grant Agreement in the Office of the City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark (“City”), and/or his designees, the Director of the Department of Public Safety, and/or the Coordinator for the Division of the Office of Emergency Management and Homeland Security and Preparedness, to submit Project Proposals for grant funding from State of New Jersey’s Office of Homeland Security and Preparedness to enhance the City and the Urban Area Security Initiative region’s ability to build, maintain and sustain national preparedness capabilities for the approved Project Proposals. Furthermore, this Resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Public Safety, to enter into and execute the grant agreement to accept and expend the FFY24 UASI-Local Share Grant Program in the amount of $1,657,194.00 for the projects outlined in the attached Project Proposals for the period commencing on September 1, 2024 and terminating on July 31, 2027. The grant agreement is ratified back to October 3, 2024 from the date of adoption of this resolution. No municipal funds are required.
