WHEREAS, the United States Department of Housing and Urban Development (HUD) has approved a total allocation of $15,840,738.98 to the City of Newark by approval notice dated September 23, 2025 the Municipal Council authorized the Mayor and/or Business Administrator to file a new Consolidated Plan with HUD, which contained a request for Community Development Block Grant (CDBG) funds in the amount $6,743,865.00, HOME Investment Partnerships (HOME) funds in the amount $2,728,622.98, Housing Opportunities for Persons with AIDS (HOPWA) in the amount of $5,761,548.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant (ESG) funds in the amount of $606,703.00, in compliance with federal statutes and regulations governing the four (4) grant programs; and
WHEREAS, the Municipal Council further authorized the Mayor and/or the Business Administrator to enter into four (4) separate grant agreements with HUD to receive and expend FY 2025 CDBG funds in the amount of $6,743,865.00, HOME funds in the amount $2,728,622.98, HOPWA funds in the amount of $5,761,548.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and ESG funds in the amount of $606,703.00; and
WHEREAS, the City of Newark now desires to establish the CDBG and appropriate the funds to the various sub-grantees.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

2. The Mayor and/or the Business Administrator are hereby authorized to take all necessary and appropriate actions to implement this Resolution, including but not limited to executing sub-grantee agreements, budget transfers consistent with HUD regulations, and all related documents necessary to carry out the intent of this Resolution.
3. The Office of Management and Budget shall record the appropriation of these funds in accordance with applicable federal, state, and municipal accounting requirements.
4. This Resolution shall take effect immediately upon final passage and approval.
STATEMENT
This Resolution authorizes the appropriation of the Fifty-First (51st) Year Community Development Block Grant (CDBG LI) funds in the amount of $6,743,865.00, as awarded to the City of Newark by the United States Department of Housing and Urban Development. Funding will be allocated among the departments and sub-grantees listed above for eligible program activities during the grant period September 1, 2025 through August 31, 2026.
