WHEREAS, Learning Runway, Inc.,1727 Massachusetts Avenue, N.W., Suite 404, Washington, D.C. 20036, a 501(c)(3) Educational Non-profit established in  2018, helps students and workers in rural and other underserved areas learn new digital skills through flying unmanned aviation systems (i.e. drone technology); and

 

WHEREAS, Learning Runway (“LR”) wishes to provide the City of Newark, Department of Recreation, Cultural Affairs and Senior Services (collectively, “the Parties”) with the gift of a two (2) week afterschool program, for students ages, 13 and older, to learn to build and pilot drones (hereinafter the “Afterschool Gift Drone Program”); and

 

WHEREAS, the Department of Recreation, Cultural Affairs and Senior Services  (the “Department”) shall establish a plan and process for the selection of students to participate in the Afterschool Gift Drone Program, as well as provide any necessary waiver and parental consent documents; and

 

WHEREAS, this Afterschool Gift Drone Program will teach students to build/construct a drone, basic flight and operational skills, computer programming, aerial photography and flight planning including a drone delivery project similar to an Amazon drone delivery; and

 

WHEREAS, this Program will also enrich participants’ STEM (i.e. Science, Technology, Engineering and Math) experience in digital, robotic and technological education by building and flying unmanned aviation systems (drones); and

 

WHEREAS, the approximate value of this Gift Drone Program to the City is Four Thousand Five Hundred Dollars and Zero Cents ($4,500.00); and                     

 

WHEREAS, LR’s mission is to support underserved communities and to promote and encourage learning digital technology by introducing and developing students’ interest in STEM, through small drone aviation technology a.k.a unmanned aircraft systems (UAS); and

 

WHEREAS, the City of Newark desires to create a strong and diverse and vibrant community, by creating opportunities for all Newarkers, especially the City’s youth, to enhance awareness and gain knowledge in STEM through drone programs and projects.

 

 NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services is hereby authorized to accept the gift of a two (2) week Afterschool Program, for students ages 13 and older, to learn to build and pilot unmanned aircraft technology or drones from Learning Runway Inc.,1727 Massachusetts Avenue, NW, Suite 404, Washington D.C 20036.

 

2.                     This gift of a two (2) week Afterschool Program to build and pilot drones, is valued at approximately Four Thousand Five Hundred Dollars and Zero Cents ($4,500.00) as described in attached Exhibit B.

                     

3.                     The Gift Award Agreement or Memorandum of Agreement, attached as Exhibit A, shall be filed in the Office of the City Clerk by the Director of the Department of Recreation, Cultural Affairs and Senior Services.

 

4.                     The Department of Recreation, Cultural Affairs and Senior Services shall establish a plan and process for the selection of students to participate in the Afterschool Gift Drone Program, as well as provide any necessary waiver and parental consent documents.

 

5.                     Learning Runway, Inc. shall conduct programming in accordance with instruction of the Director of the Department of Recreation, Cultural Affair and Senior Services.

 

6.                     No municipal funds will be expended for the acceptance of this gift.

 

 

STATEMENT

 

This Resolution authorizes the Mayor of the city of Newark and/or his designee, the Director of the Department of Recreation, Cultural Affairs and Senior Services to accept the gift, accept the gift of a two (2) week Afterschool Program, for students ages 13 and older, to learn to build and pilot unmanned aircraft technology or drones from Learning Runway Inc, 1727 Massachusetts Avenue, NW, Suite 404, Washington D.C 20036. The gift is valued at approximately $4,500.00.  No municipal funds will be expended for the acceptance of this gift.
