WHEREAS, the New Jersey Department of Community Affairs (DCA) has made grant funds available for the provision of lead abatement and minor repairs through the Municipal Lead Remediation and Abatement 2023 Program; and

 

WHEREAS, on December 9, 2022, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness, submitted an application to the New Jersey Department of Community Affairs (DCA), 101 South Broad Street, P.O. Box 806, Trenton, New Jersey 08625-0806, requesting grant funding in the amount of One Million Six Hundred Thousand Dollars and Zero Cents ($1,600,000.00), for lead abatement services and minor repairs in lead-burdened homes; and

 

 WHEREAS, as a result of this application, the City of Newark (the “City”) has been awarded a grant in the amount of One Million Six Hundred Thousand Dollars and Zero Cents ($1,600,000.00) from the New Jersey Department of Community Affairs (DCA), to provide lead abatement and minor repairs to lead-burdened homes, for the period commencing March 1, 2023 through February 28, 2025; and

 

WHEREAS, the City’s Department of Health and Community Wellness desires to accept funds in the amount of One Million Six Hundred Thousand Dollars and Zero Cents ($1,600,000.00); and

 

WHEREAS, the City recognizes that the New Jersey Department of Community Affairs (DCA), may extend the time of the Grant Award and/or provide additional funds, if made available; and

 

WHEREAS, New Jersey Department of Community Affairs (DCA), will amend the grant to reflect the extension of the grant period and/or increase or decrease of additional funds if made available.

 

     NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness are hereby authorized to submit an application to New Jersey Department of Community Affairs (DCA), 101 South Broad Street, P.O. Box 806, Trenton, New Jersey 08625-0806, requesting grant funding in the amount of One Million Six Hundred Thousand Dollars and Zero Cents ($1,600,000.00), for the provision of lead abatement and minor repairs to lead-burdened homes (a copy of the application is attached hereto and made a part hereof).                                                                                                               

 

2.                     The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.

 

3.                     The grant award in the amount of One Million Six Hundred Thousand Dollars and Zero Cents ($1,600,000.00) from the New Jersey Department of Community Affairs (DCA) is hereby accepted (a copy of the award is attached hereto and made a part hereof).

 

4.                     The Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the New Jersey Department of Community Affairs (DCA), for the period commencing March 1, 2023 through February 28, 2025 (a copy of the award letter is attached and made a part hereto).

 

5.                     The Municipal Council hereby ratifies the acceptance of this grant from March 1, 2023 to the date of adoption of this authorizing Resolution.

 

6.                     The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.

                                                 

STATEMENT

 

This Resolution ratifies and authorizes Mayor of the City of Newark and/or his designee, the Director of the Department of Health and Community Wellness and the actions taken to apply for and accept grant funding from the New Jersey Department of Community Affairs (DCA), 101 South Broad Street, P.O. Box 806, Trenton, New Jersey 08625-0806, in the amount of $1,600,000.00, for the lead abatement and minor repairs to lead-burdened homes, for the period commencing March 1, 2023 and terminating February 28, 2025. These funds shall be used exclusively for lead remediation and abatement program.
