WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $25,000.00 for to make progress toward reducing the community’s energy use and greenhouse gas emissions; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and
WHEREAS, by a Notice of Award dated June 10, 2025, Sustainable Jersey-PSE&G Staffing & Community Engagement Grant Program awarded the City of Newark a PSE&G Energy Efficiency Partnership Program Grant in the amount of Twenty-Five Thousand Dollars and Zero Cents ($25,000.00) to provide funding to make progress toward reducing the community’s energy use and greenhouse gas emissions; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2026 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $ 175,616,361.56
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by two thirds vote of its full membership hereby amends it temporary budget by making the following temporary emergency appropriation:

2. Said emergency appropriation shall be provided for in the 2026 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution authorizes a temporary emergency appropriation for the Sustainable Jersey-PSE&G Partnership Program Staffing & Community Engagement Grant in the amount of Twenty-Five Thousand Dollars and Zero Cents ($25,000.00). Sustainable Jersey awarded the City of Newark said Grant for the project period commencing May 2, 2025 through December 31, 2026.
