WHEREAS, New Jersey Economic Development Authority (“NJEDA”) created Food Equity and Economic Development in New Jersey Grant Program (“FEED NJ”), a $30 million pilot program awarding grants between $50,000 and $500,000 for innovative projects that strengthen food access and food security in New Jersey's most acute Food Desert Communities and improve New Jersey residents' access to fresh, affordable, and healthy food; and
WHEREAS, the Mayor of the City of Newark (the "City") and the Municipal Council are dedicated to improving Newark residents' access to fresh and healthy food; and
WHEREAS, on April 3, 2025, Newark Science and Sustainability, Inc. (“Newark SAS”) applied to NJEDA through FEED NJ, with the City of Newark serving as a project partner; and
WHEREAS, NJEDA awarded Newark SAS funding through FEED NJ to implement the Newark SAS Expanding Healthy Food Access Project, a two-year initiative that sponsors family participation in Community Supported Agriculture, provides food and nutrition education, convenes Communities of Practice, and uses community outreach and digital learning to strengthen food access; and
WHEREAS, on July 31, 2026, Newark SAS allocated to the City a Subaward in the amount of Fifty-One Thousand Nine Hundred Ninety-Four Dollars and One Cent ($51,994.01) ("Grant Funds") to support community outreach, participant recruitment, nutrition and sustainability workshops, communications, resource development, data collection, and coordination with relevant City programs and community partners for the Newark SAS Expanding Healthy Food Access Project (the "Project"); and
WHEREAS, in order to obtain the Grant Funds, the City must execute a Subaward Agreement (the "Agreement") and a Memorandum of Understanding with Newark SAS to memorialize the obligations and responsibilities of Newark SAS and the City in accomplishing the Project (the "MOU"), both of which are attached hereto and made a part hereof; and
WHEREAS, the Mayor and/or his designee, the Business Administrator, must be authorized to accept the Grant Funds from Newark SAS pursuant to the FEED NJ Grant and to execute the Agreement and MOU governing the Grant Funds; and
WHEREAS, no City funds are required for the receipt or acceptance of the Grant Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to accept a Subaward from Newark Science and Sustainability, Inc. ("Newark SAS"),3-7 Fairmount Avenue, Newark, New Jersey 07107, for the implementation of the Newark SAS Expanding Healthy Food Access Project in the amount of Fifty One Thousand Nine Hundred Ninety Four Dollars and One Cent ($51,994.01) ("Grant Funds"), with a Grant Period of twenty four (24) consecutive months commencing upon a fully executed Agreement.
2. The Mayor and/or his designee, and the Business Administrator, are hereby authorized to execute the attached MOU between the City and Newark SAS in order to carry out the Project, expand equitable access to fresh food, provide nutrition and sustainability education, strengthen community participation, and connect Newark residents with programs and resources that support healthier and more sustainable communities.
3. The Subaward in the total amount of Fifty-One Thousand Nine Hundred Ninety-Four Dollars and One Cent ($51,994.01) from Newark SAS is hereby accepted, subject to the terms of the attached Agreement and the availability of Prime Award funds.
4. The Mayor of the City of Newark and/or his designee, the Business Administrator, are hereby authorized to enter into and execute the Agreement, the MOU, and any other Grant Documents with Newark SAS required to receive the Grant Funds.
5. The Mayor and/or his designee, the Business Administrator, are hereby authorized to receive and expend the Grant Funds for the implementation of the Newark SAS Expanding Healthy Food Access Project in accordance with the Agreement, the approved budget, the Prime Award, and applicable law.
6. The original term of the MOU shall commence upon adoption by the Municipal Council and shall terminate ten (10) years thereafter.
7. No material changes shall be made to the terms and conditions of the MOU, the Agreement, or the Subaward without prior Municipal Council approval and any required NJEDA approval.
8. No Municipal funds are required for the receipt or acceptance of the Grant Funds.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark and the Mayor’s designee, the Business Administrator, to accept and expend $51,994.01 from Newark Science and Sustainability, Inc. through the NJEDA FEED NJ Grant Program, with a Grant Period of twenty four (24) consecutive months commencing upon a fully executed Agreement. The funds will support community outreach, nutrition and sustainability workshops, participant recruitment, coordination, and data collection for the Newark SAS Expanding Healthy Food Access Project. No municipal funds are required for the acceptance of this grant award.
