WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of Forty-One Thousand Two Hundred Seventy-Five Dollars and Zero Cents ($41,275.00) for the Immunization Program and no adequate provision has been made in the 2022 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by grant agreement dated November 18, 2021, the State of New Jersey Department of Health awarded the City of Newark additional funds for the Immunization Program in the amount of Forty-One Thousand Two Hundred Seventy-Five Dollars and Zero Cents ($41,275.00) bringing total program resources to Five Hundred Ninety-Six Thousand Eight Hundred Sixty-One Dollars and Zero Cents ($596,861.00); and
WHEREAS, by the Authorizing Resolution 7R5-a, adopted on September 1, 2021, the City of Newark accepted and inserted a partial award for the Immunization Program in the amount of Forty-One Thousand Two Hundred Seventy-Five Dollars and Zero Cents ($41,275.00) to reduce and eliminate the incidence of vaccine-preventable diseases affecting children, adolescents and adults through immunization; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2022 pursuant to N.J.S.A. 40A:4-20, including this resolution, total $7,132,778.20.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
Immunization Program $41,275.00
3. Said emergency appropriation shall be provided for in the 2022 budget.
4. The emergency appropriation for this contract is ratified from July 1, 2021 to the date of adoption of this authorizing Resolution.
5. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution authorizes and establishes the temporary emergency appropriation for the Immunization Program in the amount of $41,275.00. The State of New Jersey State Department of Health has awarded the funds. The project period is July 1, 2021 through June 30, 2022.
