                     WHEREAS, the United States Department of Housing and Urban Development (HUD) has approved a total allocation of $16,429,064.00 to the City of Newark by an approval notice dated March 25, 2021, and the Municipal Council authorized the Mayor and Business Administrator to file a new consolidated plan with HUD, which contains a request for Community Development Block Grant (CDBG) funds in the amount $7,326,192.00, HOME funds in the amount $2,686,431.00 Housing Opportunities for People with AIDS (HOPWA) in the amount of $5,789,337.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant funds in the amount of $627,104.00, in compliance with Federal statutes and regulations governing the four aid grant programs; and

 

                     WHEREAS, by approval of companion authorizing legislation submitted by the Department of Administration at this same meeting, the Municipal Council will authorize the Mayor and the Business Administrator to enter into four separate agreements with HUD to receive and expend FY 2020 Community Development Block Grant funds in the amount of $7,326,192.00, HOME funds in the amount $2,686,431.00 Housing Opportunities for People with AIDS funds (HOPWA) in the amount of $5,789,337.00 (on behalf of Newark and the “Eligible Metropolitan Area”), and Emergency Solutions Grant funds in the amount of $627,104.00; and

 

                     WHEREAS, the City of Newark desires to establish the block grant program and appropriate the funds to the various sub-grantees. 

 

                                          NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
