WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of $2,459,450.00 for FY 2025 Summer Youth Employment Program (SYEP) and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose abovementioned; and
WHEREAS, by resolution 7R2-h dated April 2, 2025, the City of Newark accepted FY 2025 Summer Youth Employment Program (SYEP) funds from New Jersey Department of Labor and Workforce Development in the amount of $2,459,450.00 to finance program operations; and
WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body by a two-thirds vote may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, the emergency appropriations adopted in 2025 pursuant to N.J.S.A. 40A:4-20, including the amount stated in this resolution, total $ 293,906,644.67.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by no less than two-thirds of all its members hereby affirmatively concur its temporary emergency appropriation.
2. An emergency appropriation be and the same is hereby made for the following classification:

3. Said emergency appropriation shall be provided for in the 2025 budget.
4. A copy of this resolution shall be filed with the Director of the Division of Local Government Services by the City Clerk of the City of Newark.
STATEMENT
This resolution establishes an appropriation and revenue in the 2025 City of Newark's Budget for the FY 2025 Summer Youth Employment Program (SYEP) in the amount of $2,459,450.00. These funds have been awarded by the New Jersey Department of Labor and Workforce Development. The project period is April 1, 2025 through October 31, 2025.
