Additional Information:
On March 16, 2022, on behalf of the City of Newark, the Director of the Department of Engineering submitted an application to the New Jersey Board of Public Utilities requesting grant funding in the amount of $25,000.00 from the Community Energy Plan Grant Program for developing sustainable strategies that increase clean energy production, reduce energy use, and cut emission. No City funds are required.

WHEREAS, the New Jersey Board of Public Utilities (NJBPU) has created a Community Energy Plan Grant program for municipalities to develop a community energy plan to meet the goals of the State’s Energy Master Plan; and
WHEREAS, the Community Energy Plan Grant Program will help the City of Newark to plan for and invest in renewable energy and to work towards a better environment for all residents by using the State’s Energy Master Plan (EMP) as a guide to develop sustainable strategies that increase clean energy production, reduce energy use, and cut emission; and
WHEREAS, the City of Newark desires to further the public interest by obtaining funding from the NJBPU for the City of Newark strives to assure clean land, air and water for current and future generations; and
WHEREAS, on March 16, 2022, on behalf of the City of Newark, the Director of the Department of Engineering submitted an application to the New Jersey Board of Public Utilities requesting grant funding in the amount of Twenty-Five Thousand Dollars and Zero Cents ($25,000.00) from the Community Energy Plan Grant Program for developing sustainable strategies that increase clean energy production, reduce energy use, and cut emission; with no City funds required; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to submit a Resolution from the Municipal Council authorizing submission of the grant application; and
WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering desires to accept the grant award and enter into and execute a grant agreement governing the said award; and
WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering shall submit a copy of the grant agreement to the Corporation Counsel and the Business Administrator for review, approval, and signature.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, the Director of the Department of Engineering, are hereby authorized to submit an application to New Jersey Board of Public Utilities (NJBPU) requesting Grant funding in the amount of the Director of the Department of Engineering from the Community Energy Plan Grant program for creating a community energy plan with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing Resolution.
3. Upon notification of the receipt of a grant award in connection with this application, the grant is hereby accepted.
4. Upon notification of the receipt of a grant award in connection with this application, the Mayor of the city of Newark and/or his designee, the Director of the Department of Engineering, are hereby authorized to enter into and execute grant documents with New Jersey Board of Public Utilities (NJBPU) to receive and expend the grant award for creating a community energy plan.
5. Upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering shall submit a complete copy of the grant agreement and any associated documents, as well as a copy of the Certification of Funds for any required matching funds to both the Corporation Counsel and the Business Administrator for review, approval, and signature.
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Engineering shall file a fully-executed copy of the grant application, the grant award letter, the grant agreement, and a copy of the Certification of Funds for any required matching funds in the Office of City Clerk.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark and/or his designee, the Director of the Department of Engineering, to submit an application for grant funding in the amount of $25,000.00 from the Community Energy Plan Grant Program for creating a community energy plan and, accept, and enter into and execute an agreement for grant funding in the amount of $25,000.00 from the New Jersey Board of Public Utilities (NJBPU) for creating a community energy plan. No municipal funds are required.
