WHEREAS, on or about November 12, 2025, the Greater Newark Conservancy was notified by the New Jersey Economic Development Authority (NJEDA) that they were granted $500,000 to increase access to local produce by expanding production capacity at six urban farms, distributing harvests through markets, farm stands, and Community Supported Agriculture (CSA) boxes, and establishing a centralized site to aggregate produce and connect farms to shared infrastructure such as wash-and-pack facilities and cold storage); and
WHEREAS, the NJEDA created Food Equity and Economic Development in New Jersey (FEED NJ), a $30 million pilot program awarding grants between $50,000 and $500,000 for innovative projects that strengthen food access and food security in New Jersey’s most acute Food Desert Communities (FDCs) and improve New Jersey residents’ access to fresh, affordable, healthy food; and
WHEREAS, the Mayor of the City of Newark (the “City”) and the Municipal Council are dedicated to improving Newark residents’ access to food; and
WHEREAS, on April 16, 2026, the City was awarded a sub-award, by the Greater Nature Conservancy, Inc., 32 Prince Street, Newark, NJ 07102 , for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project in the amount of Seventeen Thousand and Three Hundred and Ninety-Four Dollars and Zero Cents ($17,394.00) (“Grant Funds”), to advance policy solutions that address infrastructure barriers for urban growers that contribute to the long-term sustainability of Newark’s local food system; and
WHEREAS, in order to obtain the Grant Funds, the City must execute a Subaward Agreement (“Agreement”) and a Memorandum of Understanding with GNC, to memorialize the obligations and responsibilities of GNC and the City, in accomplishing the Project (“MOU”) (Memorandum of Understanding is attached hereto); and
WHEREAS, the Business Administrator to accept the Grant Funds from GNC pursuant to the FEED NJ Grant and execute the Agreement and MOU governing said Grant Funds; and
WHEREAS, no City funds are required for the acceptance of the Grant Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, and the Business Administrator, are hereby authorized to accept the a sub-award from to The Greater Newark Conservancy Inc. (“GNC”), 32 Prince Street, Newark, NJ 07102, for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project in the amount of Seventeen Thousand and Three Hundred and Ninety-Four Dollars and Zero Cents ($17,394.00) (“Grant Funds”) with a Grant Period of twenty-four (24) consecutive months, commencing upon a fully executed Agreement
2. The Mayor and/or his designee, the Business Administrator, are hereby authorized to execute the attached Memorandum of Understanding between the City of Newark and GNC in order to carry out the Project for the implementation of the “Increasing Food Production in the Passaic Watershed Region” and advance policy solutions to contribute to the long-term sustainability for Newark’s local food system for a term commencing upon execution and terminating twenty-four months (24) after execution.
3. The Sub-award in the total amount of Seventeen Thousand and Three Hundred and Ninety-Four Dollars and Zero Cents ($17,394.00) from the GNC, is hereby accepted (a copy of the Sub-award Letter is attached hereto and made a part thereof).
4. The Mayor of the City of Newark and/or the Business Administrator, is hereby authorized to enter into and execute such Grant Documents and Grant Agreements with GNC required to receive the Grant Funds.
5. The Mayor and/or his designee, the Business Administrator, are hereby authorized to receive and expend the Sub-award for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project.
6. The Original Term of the MOU shall commence upon adoption by the Municipal Council and shall terminate ten (10) years thereafter.
7. No changes shall be made to the terms and conditions of the MOU or the Sub-award without prior Municipal Council approval.
8. No Municipal funds are required for the receipt or acceptance of the Grant Funds.
9. The Business Administrator shall file fully-executed copies of the Sub-award letter, the Grant Agreement and the MOU and any associated Grant documents with the Office of the City Clerk.
STATEMENT
This Resolution authorizes the Mayor of the City of Newark and/ or his designee the Business Administrator to accept and expend Grant Funds in the amount $17,394.00, from the Greater Nature Conservancy, 32 Prince Street Newark New Jersey, 07130 for the implementation of the “Increasing Food Production in the Passaic Watershed Region” Project and advance policy solutions to contribute to the long-term sustainability for Newark’s local food system for a Grant Period of twenty-four (24) consecutive months, commencing upon a fully executed Agreement.
