WHEREAS, the State of New Jersey Department of Transportation ("NJDOT") for the 2017 Safe Streets to Transit Program (SST Program) provides grant funding for infrastructure improvements for traditional and non-traditional transportation initiatives that enable and encourage walking and bicycling to transit; and
WHEREAS, the City of Newark seeks to obtain funding from the 2017 SST Program to improve intersections and sidewalks at University Avenue from Broad Street Station to Central Avenue; and
WHEREAS, on February 3, 2017, on behalf of the City of Newark, the Director of the Department of Engineering submitted an application to NJDOT requesting grant funding in the amount of $370,260.00 from the 2017 SST Program, to improve intersections and sidewalks at University Avenue, from Broad Street Station to Central Avenue,, with no City funds required; and
WHEREAS, pursuant to the terms of the grant application, a copy of which is attached hereto, the City of Newark is required to submit a resolution from the Newark Municipal Council authorizing submission of the grant application; and
WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering desires to accept the grant award and execute a grant agreement governing said award; and
WHEREAS, upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering, shall submit a copy of the grant agreement to the City Clerk, the Corporation Counsel and the Business Administrator for review, approval, and signature.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to submit an electronic grant application to the New Jersey Department of Transportation on behalf of the City of Newark, requesting grant funding in the amount of $370,260.00, from the 2017 Safe Streets to Transit Program (SST Program), to improve intersections and sidewalks at University Avenue from Broad Street Station to Central Avenue, with no City funds required (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. Upon notification of the receipt of a grant award in connection with this application, the grant is hereby accepted in the amount applied for and/or any increase or decrease thereto.
4. Upon notification of the receipt of a grant award in connection with this application, the Mayor and/or his designee, the Director of the Department of Engineering, are hereby authorized to enter into and execute grant documents with the New Jersey Department of Transportation to receive and expend the grant award from the SST Program to improve intersections and sidewalks at University Avenue from Broad Street Station to Central Avenue.
5. Upon notification of the receipt of a grant award in connection with this application, the Director of the Department of Engineering shall submit a complete copy of the grant agreement and any associated documents to the City Clerk, the Corporation Counsel and the Business Administrator for review, approval, and signature
6. No municipal funds are required for receipt or acceptance of this grant award.
7. The Director of the Department of Engineering shall file a fully-executed copy of the grant application, grant award letter, and grant agreement in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Engineering, to submit an electronic grant application for, accept, and enter into an agreement for grant funding from the New Jersey Department of Transportation's 2017 Safe Streets to Transit Program in the amount of $370,260.00, to improve intersections and sidewalks at University Avenue from Broad Street Station to Central Avenue. No municipal funds are required for receipt or acceptance of this grant award.
