WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Nineteen Thousand Three Hundred Seventy-Two Dollars and Zero Cents ($119,372.00) for the Local Public Health Infrastructure Grant Program, and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by Notice of Grant Award dated August 05, 2026, the State of New Jersey Department of Health, Division of Local Public Health awarded the City of Newark funding in the amount of One Hundred Nineteen Thousand Three Hundred Seventy-Two Dollars and Zero Cents ($119,372.00). The aforementioned funding will support the Public Health Accreditation Board program, which is intended to advance the quality and performance of services provided by the Department of Health and Community Wellness to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriations adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 607,124,600.36.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. A temporary emergency appropriation be and the same is hereby made for the following classification.

2. The said temporary emergency appropriation shall be provided for in the 2026 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Local Public Health Infrastructure Grant Program FY 2026, in the amount of One Hundred Nineteen Thousand Three Hundred Seventy-Two Dollars and Zero Cents ($119,372.00). The State of New Jersey, Department of Health, Division of Local Public Health, awarded the funds. The project period is July 1, 2026, through November 30, 2027
