WHEREAS, the City of Newark (the “City”) adopted the Newark360 Master Plan at a duly noticed public hearing on September 26, 2022; and
WHEREAS, as part of implementation of Newark360 Master Plan, the City sets a goal to enable Newarkers of all ages the ability to safely move around the City. In particular, expanding bike lane network for Newarkers to increase equitable access to alternative modes of transportation; and
WHEREAS, the City prepared the Newark Downtown Circulation Improvement Study (NDCIS) with financial and technical support and collaboration from the North Jersey Transportation Planning Authority and with input from stakeholders and the community; and
WHEREAS, the NDCIS evaluates the current and future Downtown street network, identifies locations and strategies for improvements and recommends a variety of pedestrian safety, bicycle and vehicular improvements for focus areas; and
WHEREAS, the NDCIS recommends the construction of protected bicycle lanes along Raymond Boulevard; and
WHEREAS, the Regional Transportation Alternatives Set-Aside (RTA Set-Aside) Program provides federal funds for community based “non-traditional” surface transportation projects designed to strengthen the cultural, aesthetic, and environmental aspects of the nation’s intermodal system; and
WHEREAS, the Department of Engineering, Division of Traffic and Signals, is seeking a Resolution of Support to apply for funding for implementation of protected bicycle lanes along Raymond Boulevard, also known as the Morris Canal Bikeway Project as part of the RTA Set-Aside Program.
NOW THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Municipal Council hereby affirms this Resolution of Support for the City of Newark, Department of Engineering, Division of Traffic and Signals, Regional Transportation Alternatives (RTA) Set-Aside-2024 application for funding the Morris Canal Bikeway Project.
2. The Mayor of the City of Newark and/or his designee, the Acting Director of the Department of Engineering, are hereby authorized to submit an application to the New Jersey Department of Transportation for the RTA-Set-Aside-2024 application for funding the Morris Canal Bikeway Project.
