WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of One Hundred Sixty Eight Thousand, Eight Hundred Fifty One Dollars and Zero Cents ($168,851.00), for NJ State STD Program and no adequate provision has been made in the 2025 Temporary Budget for the aforesaid purpose; and
WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated July 14, 2025, the State of New Jersey Department of Health, Division of HIV, STD, and TB Services (“DHSTS”) P.O. Box 363, Trenton, New Jersey 08625-0363 awarded the City of Newark Grant Funds in the amount of One Hundred Sixty Eight Thousand, Eight Hundred Fifty One Dollars and Zero Cents ($168,851.00) for the continued provision of support for sexually transmitted disease testing and patient follow up in the City and surrounding areas, for the period of July 1, 2025 through June 30, 2026; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2025, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 568,463,078.45

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body, by a two-thirds vote of its full membership, hereby amends its temporary budget by making the following temporary emergency appropriation:

2. The temporary emergency appropriation shall be provided for in the 2025 budget.
3. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the New Jersey Department of Health, Division of HIV, STD and TB Services STD Program Fiscal Year 2025 Grant Award, in the amount of One Hundred Sixty Eight Thousand, Eight Hundred Fifty One Dollars and Zero Cents ($168,851.00) for the project period commencing July 1, 2025 and terminating on June 30, 2026.
