WHEREAS, the Upgrade and Rehabilitation of the Newark YMCA is an initiative aimed at enhancing supportive services and housing provided to residents of Newark who are unhoused, at risk of homelessness or survivors of domestic violence; and
WHEREAS, Senator Cory Booker published applications for Congressionally Directed Spending (“CDS”). The CDS process is an opportunity for Senator Booker to advocate for federal funding for specific projects in New Jersey; and
WHEREAS, on February 3, 2026, the Consolidated Appropriations Act, 2026, (P.L. 119-75), was signed into law, which supports sustained economic growth and access to affordable housing through the Economic Development Initiative (“EDI”) - Community Project Funding (“CPF”); and
WHEREAS, on March 11, 2025, the City of Newark (“City”) submitted a grant application, requesting grant funding to support the Newark YMCA for the purpose of upgrading and rehabilitating its facilities including but not limited to repairing the building façade, installing a new energy efficient roof, upgrading the main lobby, and upgrading the mechanical and electrical equipment for air conditioning purposes (“Application”); and
WHEREAS, as a result of the Application, on April 28, 2026, the City received notice that it was awarded a FY 2026 EDI-CPF grant in the amount of Eight Hundred Fifty Thousand Dollars and Zero Cents ($850,000.00) (“Grant Funds”) for the purpose of the Upgrade and Rehabilitation of the Newark YMCA; and
WHEREAS, no Municipal funds are required for the receipt or acceptance of the Grant Funds; and
WHEREAS, the City desires to accept said Grant Funds.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor of the City of Newark and/or his designee, and the Business Administrator, are hereby authorized to apply for, and accept grant funding from the United States Department of Housing and Urban Development (HUD), FY 2026 Consolidated Appropriations Act, Economic Development Initiative - Community Project Funding in the amount of Eight Hundred and Fifty Thousand Dollars and Zero Cents ($850,000.00) (“Grant Funds”) for the Upgrade and Rehabilitation of the Newark YMCA.
2. The Mayor and/or his designee, and the Business Administrator, are further authorized to execute a grant agreement or any other document necessary to receive the Grant Funds and to receive and expend the Grant Funds pursuant to the terms of the Grant Agreement.
3. The Municipal Council hereby ratifies its authorization of the application for, and its acceptance of this grant award, and the execution of any grant agreement from the earliest of the dates of application submission, acceptance of the funds, or execution of any pertinent grant agreement or document to the date of the adoption of this authorizing Resolution.
4. No municipal funds are required for receipt or acceptance of the Grant Funds.
5. The Business Administrator shall file in the Office of the City Clerk a full executed copy of the Application, Grant Agreement, and any other documents relating to the grant.
STATEMENT
This Resolution ratifies and authorizes the Mayor of the City of Newark, and/or his designee, the Business Administrator, to apply for and accept grant funding from the United States Department of Housing and Urban Development (HUD), FY 2026 Consolidated Appropriations Act, Economic Development Initiative - Community Project Funding, in the amount of Eight Hundred and Fifty Thousand Dollars and Zero Cents ($850,000.00) and to execute any agreement necessary to receive and expend the grant funds, with no municipal funds required. The grant funds are for the Upgrade and Rehabilitation of the Newark YMCA.
