WHEREAS, the City of Newark’s Department of Health and Community Wellness (hereinafter “DHCW”) provides medical care services pursuant to and consistent with the Public Health Services Act (Section 330: 42 U.S.C. Section 254b), program regulations for Community and Migrant Health Centers (43CFR part 51 and 42 CFR 56.201), and the grant regulations of the Affordable Health Care Act (42 CFR part 74); and
WHEREAS, the United States Department of Health and Human Services/Health Resources and Services Administration has made grant funds available for the provision of such services; and
WHEREAS, on September 1, 2015, on behalf of the City of Newark, the Director of the DHCW electronically submitted an application (hereinafter “Application”) to the United States Department of Health and Human Services/Health Resources and Services Administration, Hubert H. Humphrey Building, 200 Independence Avenue, S.W, Washington, D.C. 20201 (hereinafter referred to as “HRSA”), for grant funding in the amount of Two Million, Six Hundred Sixty-Two Thousand, Three Hundred Fifty-Two Dollars and Zero Cents ($2,662,352.00), for the continued provision of health care services to medically underserved residents of the City of Newark; a copy of the Application is attached hereto and made a part hereof; and
WHEREAS, as a result of this Application, the City of Newark was awarded a grant on December 13, 2016, in the amount of Three Million, Sixty-One Thousand, Two Hundred Ninety-Seven Dollars and Zero Cents ($3,061,297.00), from the HRSA for the continued provision of health care services to medically underserved residents, for the budget period of January 1, 2017 through December 31, 2017; a copy of the Notice of Award is attached hereto and made a part hereof; and
WHEREAS, as an additional result of the Application, the State of New Jersey awarded the City of Newark additional funds in the amount of One Hundred Seventy-Five Thousand, Seven Hundred Dollars and Zero Cents ($175,700.00), for the continued provision of health care services to the medically underserved, for the period of January 1, 2017 through December 31, 2017; and
WHEREAS, the DHCW, desires to accept these additional funds in the amount of One Hundred Seventy-Five Thousand, Seven Hundred Dollars and Zero Cents ($175,700.00); and
WHEREAS, the HRSA does not require the City of Newark to execute a grant agreement in order to accept this additional grant award; and
WHEREAS, the City of Newark recognizes that the HRSA may extend the time of the grant award and may provide additional funding if such additional funding is made available; and
WHEREAS, the HRSA, will amend the grant to reflect a time extension and/or award of additional funding if made available, subject to approval by the Newark Municipal Council by resolution.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. Pursuant to Resolution 7R5-A(s) (attached), adopted May 23, 2017, the Newark Municipal Council authorized the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to submit an application to the United States Department of Health and Human Services/Health Resources and Services Administration, Hubert H. Humphrey Building, 200 Independence Avenue, S.W., Washington, D.C. 20201, for funding in the amount of Three Million, Sixty-One Thousand, Two Hundred Ninety-Seven Dollars and Zero Cents ($3,061,297.00) for the continued provision of healthcare services to medically underserved residents of the City of Newark during the grant period of January 1, 2017 to December 31, 2017.
2. The Municipal Council hereby ratifies its authorization of this Application from the date of application submission to the date of adoption of this authorizing resolution.
3. The additional grant award in the amount of One Hundred Seventy-Five Thousand, Seven Hundred Dollars and Zero Cents ($175,700.00), from the United States Department of Health and Human Services/Health Resources and Services Administration is hereby accepted; a copy of the award letter is attached hereto and made a part hereof.
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the additional grant award for the continued provision of health care services to the City of Newark’s medically underserved residents, for a period of January 1, 2017 through December 31, 2017; a copy of the grant award is attached hereto and made a part hereof.
5. The Municipal Council hereby ratifies the acceptance of this additional grant award from January 1, 2017, to the date of adoption of this authorizing resolution.
6. The City of Newark’s acceptance and expenditure of any additional FY2017 HRSA funds shall be subject to the approval of the Newark Municipal Council by resolution.
7. No municipal funds are required for the receipt or acceptance of these additional grant funds.
STATEMENT
This resolution ratifies and authorizes the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, to accept from the United States Department of Health and Human Services/Health Resources and Services Administration, Hubert H. Humphrey Building, 200 Independence Avenue, S.W., Washington, D.C. 20201, additional grant funds in the amount of One Hundred Seventy-Five Thousand, Seven Hundred Dollars and Zero Cents ($175,700.00), for the period commencing on January 1, 2017 and terminating on December 31, 2017. No municipal matching funds are required for the receipt or acceptance of these additional grant funds
