WHEREAS, an emergency has arisen in the Special Item of Appropriation in the amount of Two Million Two Hundred Sixty Eight Thousand, Five Hundred Fourteen Dollars and Zero Cents ($2,268,514.00), for the provision of Supplemental Nutrition Services forWomen, Infants and Children (WIC) Program and no adequate provision has been made in the 2026 Temporary Budget for the aforesaid purpose and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the purpose above-mentioned; and
WHEREAS, by the Notice of Award dated October 10, 2025, the State of New Jersey, Department of Health, Division of Family Health Services awarded the City of Newark funds in the amount of Two Million Two Hundred Sixty Eight Thousand, Five Hundred Fourteen Dollars and Zero Cents ($2,268,514.00). The aforementioned program will provide funds for the provision of a Supplemental Nutrition Program for Women, Infants, and Children (WIC) and supportive services to the residents of the City of Newark; and
WHEREAS, N.J.S.A. 40A: 4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and
WHEREAS, emergency appropriation adopted in 2026, pursuant to N.J.S.A. 40A: 4-20 including this Resolution total………………$ 3,415,737.00

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Governing Body by a two-thirds vote of its full membership hereby amends its temporary budget by making the following temporary emergency appropriation:
2. A temporary emergency appropriation be and the same is hereby made for the following classification.
Program Amount
WIC Program $2,268,514.00
3. The temporary emergency appropriation shall be provided for in the 2026 budget.
4. A copy of this Resolution shall be filed with the Director of Local Government Services by the City Clerk.
STATEMENT
This Resolution establishes the temporary emergency appropriation for the Women, Infants, and Children (WIC) Program FY 2026, in the amount of Two Million Two Hundred Sixty Eight Thousand, Five Hundred Fourteen Dollars and Zero Cents ($2,268,514.00). The State of New Jersey, Department of Health, Division of Family Health Services, awarded the funds. The project period is October 1, 2025, through September 30, 2026.
