WHEREAS, as a public policy, the City of Newark desires to provide meal services for the 2016 Child and Adult Care Food Program in the City of Newark; and

WHEREAS, the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, has funds available to provide meal services for 2016 Child and Adult Care Food Program; and

WHEREAS, on February 16, 2016, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness submitted an application to the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, requesting grant funding in the amount of Forty-Eight Thousand, Four Hundred Seventy Five Dollars and Zero Cents ($48,475.00) for the provision of child and adult care food program (a copy of the application is attached hereto and made a part hereof); and

WHEREAS, simultaneously with the submission of the above-described grant application, the Director of the Department of Health and Community Wellness also executed and submitted, on behalf of the City of Newark, an associated "Child and Adult Care Food Program Permanent Agreement" with the State of New Jersey, Department of Agriculture, Division of Food and Nutrition (a copy of said Agreement is attached hereto and made a part hereof); and

WHEREAS, as a result of the above-described grant application, the City of Newark was, on or about June 14, 2016, awarded a grant in the amount Fifty-Seven Thousand, Eight Hundred Eighty-One Dollars and Twenty-Five Cents ($57,881.25), from the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, for the provision of child and adult care food program for the period commencing on March 1, 2016, and terminating on September 30, 2016 (a copy of the award letter from the State, dated June 15, 2016, and its associated documentation, are attached hereto and made a part hereof); and

WHEREAS, the Director of the City of Newark's Department of Health and Community Wellness recommends that the City of Newark accept the grant funds described above; and

WHEREAS, no expenditures of municipal funds are required for the receipt or acceptance of the grant funds.

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application on behalf of the City of Newark to the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, requesting grant funding in the amount of Forty-Eight Thousand, Four Hundred Seventy Five Dollars and Zero Cents ($48,475.00), to provide meal services for the 2016 Child and Adult Care Food Program in the City of Newark.

2. In association with the application authorized in the paragraph immediately above, the Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby further authorized to enter into and execute a "Child and Adult Care Food Program Permanent Agreement" on behalf of the City of Newark with the State of New Jersey, Department of Agriculture, Division of Food and Nutrition.

3. The Municipal Council of the City of Newark hereby ratifies its authorizations of the grant application submission and the execution of the associated Child and Adult Care Food Program Permanent Agreement from the dates of application submission and agreement execution, respectively, to the date of adoption of this authorizing resolution.

4. The "Child and Adult Care Food Program Permanent Agreement" between the City of Newark and the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, is hereby ratified from March 1, 2016, to the date of adoption of this authorizing resolution.

5. The grant award in the amount of Fifty-Seven Thousand, Eight Hundred Eighty-One Dollars and Twenty-Five Cents ($57,881.25), from the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, is hereby accepted to provide meal services for the City of Newark's 2016 Child and Adult Care Food Program, for the period commencing on March 1, 2016, and terminating on September 30, 2016.

6. The Director of the Department of Health and Community Wellness shall file fully executed copies of the grant application, grant agreement and grant award letter in the Office of the City Clerk.

STATEMENT

The resolution ratifies and authorizes the actions taken by the Mayor, and/or his designee, the Director of the Department of Health and Community Wellness, to apply for, enter into an agreement for, and accept grant funding in the amount of Fifty-Seven Thousand, Eight Hundred Eighty-One Dollars and Twenty-Five Cents ($57,881.25), from the State of New Jersey, Department of Agriculture, Division of Food and Nutrition, to provide meal services for the City of Newark's 2016 Child and Adult Care Food Program, for the period commencing on March 1, 2016, and terminating on September 30, 2016.
