WHEREAS, an emergency has arisen in Special Item of Appropriation in the amount of $15,000.00 for National Association of County and City Health Officials- NACCHO Program Grant Award, and no adequate provision has been made in the 2017 Temporary Budget for the aforesaid purpose, and N.J.S.A. 40A:4-20 provides for the creation of an emergency appropriation for the same; and

 

WHEREAS, by a Notice of Award dated October 1, 2016, the Department of Health and Community Wellness’ National Accreditation by the Public Health Accreditation Board, awarded the City of Newark a NACCHO Program Grant Award in the amount of $15,000.00, for Services Development of Performance Management System, which will monitor achievement of organizational objectives and develop and implement quality improvement processes for the City of Newark; and

 

WHEREAS, the City of Newark’s Department of Health and Community Wellness is submitting a proposed form of Apply and Accept Resolution to the Newark Municipal Council for its consideration relative to said grant award; and

 

WHEREAS, N.J.S.A. 40A:4-20 provides that the Governing Body, by a two-thirds vote, may make temporary emergency appropriations for any purpose for which appropriations may lawfully be made for the period between the beginning of the current fiscal year and the date of the adoption of the budget for said year; and

 

WHEREAS, emergency appropriations adopted in 2017 pursuant to N.J.S.A. 40A:4-20, including this Resolution, total $168,605,290.18.

 

NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:

 

1.                     A temporary emergency appropriation be and the same is hereby made for the following classification:

2.                     Said emergency appropriation shall be provided for in the 2017 Budget.

 

3.                     A copy of this resolution shall be filed with the Director of Local Government Services by the Office of the City Clerk.

 

STATEMENT

 

This legislation hereby ratifies, authorizes and establishes the temporary emergency appropriation for the NACCHO Grant in the amount of $15,000.00. The Department of Health and Community Wellness’s National’s Accreditation by the Public Health Accreditation Board, awarded the City of Newark a National Association of County and City Health Officials (NACCHO) NACCHO Program Grant. The project period is October 1, 2016 through May 31, 2017.
