WHEREAS, the City of Newark’s Department of Health and Community Wellness identifies and remediates housing-related health and safety hazards in privately owned, low-income rental or owner-occupied housing containing families with children, adults aged sixty-two (62) years and older, or families with persons with disabilities; and
WHEREAS, the U.S. Department of Housing and Urban Development (HUD), has made grant funds available for the provision of such services through the Healthy Homes Production Grant Program; and
WHEREAS, on October 17, 2022, on behalf of the City of Newark, the Director of the Department of Health and Community Wellness, submitted an application to (HUD) 451 7th Street S.W., Room 236, Washington, DC 20410, requesting grant funding in the amount of Two Million Dollars and Zero Cents ($2,000,000.00), for the Healthy Homes Production Grant Program, to provide childhood disease- and injury-prevention services in homes by focusing on housing-related hazards in a coordinated fashion, rather than addressing a single hazard at a time, community outreach; and
WHEREAS, as a result of this application, the City of Newark has been awarded a HUD grant in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) from HUD’s Healthy Homes Production Grant Program, to provide childhood disease- and injury- prevention services in homes where families with children, older adults sixty-two (62) years and older or families with persons with disabilities reside, and community outreach, for the period commencing on May 15, 2023 and terminating on November 15, 2026; and
WHEREAS, the City of Newark, Department of Health and Community Wellness, desires to accept funds in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) and ratify authorization of this application from the date of submission; and
WHEREAS, the City of Newark recognizes that the HUD Healthy Homes Production Grant Program, may extend the time of the Grant Award and/or provide additional funds, if made available; and
WHEREAS, the HUD Healthy Homes Production Grant Program may amend the grant to reflect a possible extension of the grant period and/or increase or decrease of additional funds, if made available.
NOW, THEREFORE, BE IT RESOLVED BY THE MUNICIPAL COUNCIL OF THE CITY OF NEWARK, NEW JERSEY, THAT:
1. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to submit an application to the U.S. Department of Housing and Urban Development (HUD), 451 7th Street S.W., Room 236, Washington, DC 20410, requesting grant funding in the amount of Two Million Dollars and Zero Cents ($2,000,000.00), for the provision of childhood disease and injury prevention service in homes containing families with children, adults aged sixty-two (62) years and older, or families with persons with disabilities, and community outreach with 15.72% of In-Kind Match (a copy of the application is attached hereto and made a part hereof).
2. The Municipal Council hereby ratifies its authorization of this application from the date of application submission to the date of adoption of this authorizing resolution.
3. The grant award in the amount of Two Million Dollars and Zero Cents ($2,000,000.00) from the HUD Healthy Homes Production Grant Program is hereby accepted (a copy of the award is attached hereto and made a part hereof).
4. The Mayor and/or his designee, the Director of the Department of Health and Community Wellness, are hereby authorized to receive and expend the grant award from the HUD, Healthy Homes Production Grant Program, for the period commencing on May 15, 2023 and terminating on November 15, 2026 (a copy of the award letter is attached and made a part hereto).
5. The Municipal Council hereby ratifies the acceptance of this grant from May 15, 2023 to the date of adoption of this authorizing resolution.
6. The Director of the Department of Health and Community Wellness shall file a fully executed copy of the grant application and notice of grant in the Office of the City Clerk.
STATEMENT
This resolution ratifies and authorizes the actions taken by the Mayor and/or the Director of the Department of Health and Community Wellness, to apply for and accept grant funding from the U.S. Department of Housing and Urban Development (HUD) Healthy Homes Production Grant Program in the amount of Two Million Dollars and Zero Cents ($2,000,000.00), for the continued provision of childhood disease- and injury-prevention services in homes containing families with children, adults aged sixty-two (62) years and older or families with persons with disabilities and for community outreach, for the period commencing on May 15, 2023 and terminating on November 15, 2026. In-Kind Matching funds of Three Hundred Fifty-Four Thousand Four Hundred Ninety-One Dollars and Zero Cents ($354,491.00) are required from the municipal budget. The application is ratified back to the date of its submission to the date of adoption of this authorizing resolution, and the acceptance of this grant is ratified from May 15, 2023 to the date of adoption of this authorizing resolution.
